4200 Connecticut Ave NW, Washington, DC 20008Brief Description of DutiesThe University of the District of Columbia is seeking a Recruiter to establish effective recruitment pipelines to access top-level talent while delivering timely and effective customer service to their clients to meet the hiring needs of the organization. This position will be accountable for engaging with all staff to deliver staffing and talent management services.Essential Duties and ResponsibilitiesLeads day-to-day human resources activities within assigned units in accordance with laws, policies, and procedures.Manages and implements an innovative program of full-cycle recruiting and staffing, including sourcing, selecting, and position management to fill vacant positions; attends employment events and job fairs for presentations, recruiting, and promoting the UDC Employer Brand.Utilizes existing tools and technology, including social media, to source, evaluate, interview, and present a slate of qualified candidates to hiring managers for consideration.Manages unit staffing data to include position management, budget allocations, and advises units on position types, staffing plans, high-level position classification, and compensation.Leads onboarding, off-boarding, and other recruitment and staffing actions; serves as the primary liaison between new hires and their manager, and between HR sections and organizational units.Prepares and executes various personnel transactions involving record-keeping, processing new hires, pay administration, and payroll support; ensures data accuracy in all personnel transactions.Provides consultation, advice, and support to units in all areas of HR services including but not limited to employee and labor relations, performance management, training and development, benefits administration, payroll, and HRIS; assists and supports all HR areas as needed.Serves as an advisor to assigned units, providing resources, policies, procedures, and guidelines to support the UDC workforce; communicates and enforces organization standards.Maintains confidentiality concerning sensitive personnel information, legal actions, termination and non-renewal documents, and organizational plans.Provides recommendations to the Human Resources leadership on workforce patterns and trends, training, and development opportunities.Advises and works with employees and managers to develop or revise job descriptions, so they accurately reflect the duties and responsibilities of positions within the University; works closely with classification and compensation specialists on selected projects and tasks.Updates and maintains knowledge of HR-related trends, legal changes, past practices, and emergency practices by attending conferences and educational workshops, reviewing professional publications, and establishing professional and personal networks.Assists in special projects or programs of a varied and complex nature.Other DutiesPerforms miscellaneous job-related duties as assigned.Minimum Job RequirementBachelor’s degree in Human Resources Management, Business Management, or related field required.At least five years of progressively responsible human resources experience in high-volume organizations.Experience utilizing applicant tracking systems, staffing databases, HRIS systems; proficient in MS Office Suite and other technologies.Higher Education experience preferred.SHRM certification (CP, SCP, PHR, SPHR) preferred.Information to ApplicantCollective Bargaining Unit (Union):
