Information Technology Department

is seeking a motivated, innovative and technical-oriented

Information Technology Administrator

( Geographic Information Systems Administrator)

to manage and maintain the organization's GIS infrastructure, including system upgrades, database management, application development, and security protocols. The candidate will ensure the performance and scalability of GIS systems, coordinate with IT, and support enterprise GIS solutions.

EMPLOYMENT STANDARDS

Essential Functions:

Administration and support of the City's GIS database for design, storage, analysis, and access.Performs installs, upgrades, troubleshooting, and testing; develops and maintains GIS applications; assesses new and complex City requirements for GIS analysis and deliverables.Proficiency in server management and cloud-based GIS platforms (e.g., ArcGIS Enterprise, SQL, ArcGIS Online)Monitors performance and implement efficiency improvements within the City's suite of GIS tools including identifying and troubleshooting potential problems, performance issues, updates, patches, upgrades, performance tuning, and diagnostic tools to determine their cause and design solutions to take corrective action.Plans and implements technology solutions to meet user requirements; and coordinates task and project activities with Information Technology staff, users, and vendors. In-depth understanding of software licensing, system integrations, and API management.Provides highest level technical support within GIS. Documents and tracks reported issues and works with Information Technology staff, users, and vendor's technical support staff to resolve issues.Develops, plans, and coordinates testing of applications and systems, infrastructure changes, and upgrades ensuring existing features and functionality remain available and ensures correct operations in the current or new environment.Prepares documentation for new systems and changes to existing systems in accordance with established standards and procedures.Responsible for establishing and administering applicable interfaces for security, user permissions, and workflow rules executing relating changes to associated schema as necessary.Provide on-call and after-hours support when needed.Provide exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous, and respectful, and to actively participate in maintaining a positive customer service environment.Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.Knowledge of

:Principles, practices, concepts and techniques of Geographic Information Systems (GIS) theory and function;Complex GIS analysis techniques;Practices and techniques used in GIS software applications;Principles and practices of database structures, design, and management;Principles and practices of statistical and spatial data analysis;GIS scripting languages and development tools;Terminology, methods and techniques used in developing maps and related technical records;Operating systems fundamentals and procedures for the use of computer systems and related equipment used with GIS;Techniques applicable to the development of municipal mapping;Data maintenance and conversion techniques; andPertinent local, county, state, and federal statutes, laws, ordinances, and rules as they apply to mapping requirements.Asset management systems principles and practices.Skills:Operate contemporary GIS software and associated computer systems sufficiently to effectively carry out the duties typical to the position;Use GIS software to develop scripts, models, and GIS tools;Use scripting language typical to GIS software applications to, automate geoprocessing, and build data analysis tools;Manage multiple projects; plan project work, track progress, and meet associated planned outcomes;Perform moderately complex technical computations, compile or analyze GIS data and statistics, and develop mapping products; andOperate word processing, spreadsheet programs, or other application software typical to office environments and the position.Ability to

:Perform difficult technical research and analyze complex GIS related problems, evaluate alternatives, and recommend or adopt effective courses of action;Perform complex geospatial and tabular data analysis;Independently perform advanced GIS assignments with initiative and creativity;Communicate verbally and in writing with a variety of people to effectively provide information, train others and offer consultative advice; andEstablish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors.Distinguishing CharacteristicsThe GIS Administrator performs skilled professional-level work within the classification series. Employees in this class play a strategic role in ensuring the stability and scalability of GIS infrastructure, works closely with IT and leadership to align the GIS system with organizational goals, and is responsible for long-term system performance and planning, ensuring that the GIS meets evolving organizational needs.

The Information Technology Administrator when assigned as the GIS Administrator is distinguished from the GIS Analyst with a focus on system management and ensuring the smooth operation of the GIS infrastructure. The GIS Administrator is distinguished from the GIS Supervisor in that the Supervisor provides leadership in the City's overall GIS strategic direction and development.

EXPERIENCE AND TRAINING GUIDELINESAny combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three to five (3-5) years of experience in geographic information systems design, automated mapping, database analysis, or implementing GIS software applications.

Education and/or Training:

A Bachelor's Degree in Information Technology, Geography, Computer Science, or related field or a related field.

License, Certificate and/or Other Requirements:Geographic Information Systems Professional Certification (GISP) is preferred. Possession of valid California Driver's License at time of appointment.SELECTION PROCESS

THE SALARY RANGE

consists of five steps, each representing an increase of approximately five percent.

STEP INCREASES , through the top salary step, are tied to job performance with annual performance reviews. Employees receive annual performance reviews.
