Work involves input and manipulation of geographic information to create, maintain, display, update, and produce accurate maps and other representation of data. Works under general supervision of the Stormwater Management Coordinator.

ESSENTIAL FUNCTIONS:Produce geospatial and tabular data.Digitizes and maintains spatial databases of relevant information, documents procedures, validates data for accuracy and completeness, completes approved metadata forms, and produces maps of the resulting information.Works with City staff in the development of GIS databases including spatial data design, collection, development, and editing.Under the guidance of the Stormwater Management Coordinator, and in partnership with the City's GIS Department, assists with managing GIS projects.Assist with the creation of and the maintenance of documented data maintenance procedures.Coordinates with developers, citizens, consultants, engineers, and businesses on projects and processes requiring GIS support.Prepares a variety of graphical exhibits, spatial analysis, and other related tasks.Utilizes Esri ArcGIS suite to perform spatial analysis such as geocoding and spatial queries.Provides technical support for GIS users throughout the department.Represents the City and coordinates with other agencies in the development of data standards, regional data collection efforts, data sharing, and other activities.Perform field work to capture city assets.Performs other duties as assigned.Imports, creates, reformats, and processes data to produce exhibits.MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines
Associate's Degree in Geographic Information Systems, Geography, Information Technology, Urban and Regional Planning, Civil Engineering or other field related to the position. Experience may substitute for the minimum qualifications.
Knowledge of:
Geography, cartography, and GIS technology.Geographic coordinate systemsBasic principles of global positioning systems, land surveying, and land records.Project management concepts.Specific local government functions that employ GIS heavily including, environmental conservation services, stormwater drainage, asset management, city planning and permitting; and water/wastewater/electric utility provision.General local government business processes and functions including budgeting, management structures, political structures, and public service delivery.Skill in:
Collaborating and communicating with technical staff, field personnel, system stakeholders, and managers.Utilizing Esri's GIS software products including ArcGIS for Desktop and ArcGIS online.Effectively displaying spatial data in high-quality maps and other graphical exhibits.Creating GIS web maps using tools such as Esri's ArcGIS Online.Entering coordinate data from land surveys and "metes and bounds" descriptions to create accurate maps.Interpreting land records such as surveys, subdivision plats, and land deeds.Operating GIS-related equipment such as GPS units and large format plotters.Reading and understanding technical manuals, business documents, policies and procedures, and system documentation.Writing clear, accurate, timely documentation.Performing arithmetic and making projections and forecasts.Exercising sound judgment in interpretations and decisions on matters significantly affecting operations and costs; able to establish and maintain effective working relationships with peers, clients, citizens, vendors.Ability to gain and maintain the trust and confidence of others and the organization through consistency and reliability.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas Driver's License
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, and use of foot controls. Limited fieldwork in harsh weather conditions may be required.
Hiring Range:
$25.84 -$32.37, hourly.
