GENERAL

DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changes in duties as needed. The Systems Support Specialist II, under general direction, serves as a Land Mobile Radio (LMR) Administrator and is the primary technical liaison for LMR and platform providers. This position is responsible for all functions related to TDEM's LMR and Satellite communication. Responsibilities include but are not limited to, administering TDEM LMR Code Plug agency-wide, providing direction for the agency's Land Mobile Radio device lifecycle, purchasing, distribution, management policies, training, and security. This position reports to the Division Chief.

Employees are subject to working extended hours during evenings and weekends.

ESSENTIAL

JOB DUTIES

AND RESPONSIBILITIES:Administers and maintains mobile devices within the TDEM radio and wireless network topology.Manages and maintains the mobile radio device environment on major regional systems. Ensures effective use of radio channels/talk groups and equipment readiness checks.Configures TDEM mobile radio and satellite devices securely and wirelessly. Updates software and device setting in accordance with TDEM policies and procedures.Provides technical support related to TDEM mobile radio and satellite devices and platforms. Troubleshoots, monitors, and maintains equipment, including modems in TDEM vehicles, and devices relative to TDEM's LMR platform.Enforces enterprise level policies to all devices to enable comprehensive mobile security on TDEM mobile radio devices.Serves as the primary liaison between the LMR and Satellite platform vendor (i.e., P25 radio systems, Star Link, Hughes Net) and the agency's field users.Manages ongoing patches for TDEM mobile device operating systems and applications. Completes and provides routine reports to the Division Chief regarding statuses and project updates related to TDEM mobile devices.Designs and tests disaster recovery plans for TDEM LMR and Satellite devices.Develops training content (e.g., PowerPoint, guides, and instructions) and provides training and direction of personnel on setting up TDEM LMR and Satellite device usage. May train newly hired staff in configuring and setting up devices during New Employees Orientation.Maintains knowledge and skills on up-to-date processes and emerging technology.Monitors TDEM's IT Support Ticket system for tickets related to LMR and Satellite communications. Performs remote troubleshooting through diagnostic techniques and pertinent questions. Determines the best solution and resolves the issue.May remotely lock mobile devices when devices are reported missing or when requested by Executive Management.May assist with troubleshooting other communications platforms, including Cellular phone, Tablets, and other wireless devices. Redirect and refers to appropriate TDEM subject matter expert on unresolved issues.May assist with purchasing LMR and satellite communication devices.Assists TDEM Field Technicians in supporting TDEM personnel and Emergency response communication needs.Face-to-face and person-to-person interactions are required.Maintains a regular course of attendance during authorized work schedule and work extended hours and/or on weekends as needed.Performs related work as assigned.Ability to travel (75%).This document represents the major duties, responsibilities, and authorities of this job, and is not intended to be a complete list of all tasks and functions. MINIMUM

QUALIFICATIONS:

Education - Bachelor's degree in applicable field or equivalent combination of education and experience.

Experience - Eight (8) years of related experience. Related experience includes operational Land Mobile Radio P25 standards-based support, Land Mobile Radio device management and Fleet programming, and configuration/deployment management or disaster communications.

PREFERRED QUALIFICATIONS:

P25 Standards base experience in programming L3/Harris and Motorola P25 Trunk radios.Experience with Bendix King, Kenwood and ICOM conventional radio programming and cloning.Completion of ICS Communications Unit Leader (COML) and/or ICS Communications Unit Technician (COMT) training.* Additional work experience of the type described above may be substituted for the education requirement on a year- for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

KNOWLEDGE,

SKILLS, AND

ABILITIES:

Knowledge of APCO Project 25 Standards Based Land Mobile Radio.Knowledge of FCC rules and regulations, Part 90 regulations relating to frequency spectrum use and licensing allocations.Knowledge of the DHS continuum and the Texas State Interoperability Channel Plan (TSICP).Knowledge of Land Mobile Radio device code plug building/configuration systems and applications.General knowledge and support of other communications platforms, including Satellite, Cellular phone, modem, MiFi/Hotspots, and other networking solutions.Proficiency in Microsoft Office software, including Office 365.Skill in communicating with end users. Ability to convey technical information in layman's terms that can be understood by people with a variety of educational and working backgrounds.Skill in communicating with all levels of management (e.g., interpersonal skills, approachability, effective listening skills, appropriate use of style and language for the audience).Skill in adapting to evolving technical infrastructure and software in relation to mobile device management efficiency.Skill in using critical thinking to analyze organizational patterns and relationships.Ability to communicate effectively with cellular, Satellite and Land Mobile Radio provider vendors and mobile device platform vendors to drive resolutions related to all TDEM mobile devices.Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational mobile device requirements.Ability to relate strategy, business, and technology in the context of organizational dynamics.Ability to understand technology, management, and leadership issues related to organization processes and problem solving.Ability to ensure mobile device management processes are integrated with strategic and operational planning processes.Ability to communicate with tact and diplomacy.Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc. for emergency operations.REGISTRATION,

LICENSURE:

Valid Texas Driver's license.Complete and obtain certification in IS-100, IS-200, IS-300, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.Complete ICS Communication Unit Technician (COMT) within twelve (12) months of hireComplete ICS Communications Unit Leader (COML) within twenty-four (24) months of hire.
