Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Senior Business Analyst, under the direction of the Chief Information Officer, analyzes and documents business process improvement opportunities across various grants and financial reporting platforms. Facilitates functional requirements discussions and generates as-is and to-be business process and requirements documentation. Works cross-functionally across all TDEM divisions as assigned to identify process optimization opportunities and promote consistency. As necessary, works with the TDEM Finance, Mitigation, Recovery and Disaster Finance divisions to identify potential technology solutions and related applications designs.

Employees are subject to working extended hours during evenings and weekends.

This position reports to the Chief Information Officer.

This position is considered at-will status position and serves at the discretion of the head of the agency.

*Salary is a fixed rate and is non-negotiable.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Provides functional analysis and business requirements support for TDEM divisions such as Finance, Mitigation, Recovery and Disaster Finance operations.
  • Provides functional analysis and requirements support for grants management system, including reports and data analytics for grant programs.
  • May support more than one project or be assigned to special projects at any time.
  • Write clear and well-structured business requirements and documentation.
  • Effectively communicate and influence key stakeholders to support proposed strategies, process improvements and operational decisions.
  • Assesses options for business process improvements for division reporting platforms as assigned.
  • Creates reports, dashboards and visualizations to help stakeholders understand business performance.
  • Develops and maintains collaborative relationships with external and internal partners.
  • Meets with TDEM stakeholders to clarify business requirements and assesses functional feasibility, defines project scope and requirements, develops project budgets, and helps evaluate potential solutions.
  • Creates and reviews project plans, data models, process flows, and other functional documents.
  • Works with IT staff to review system requirements and design documents.
  • Ability to travel 5%.
  • Performs related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:

Education - Bachelor's degree in business or other related degree or equivalent combination of education and experience.

Experience - Eight (8) years of related business analysis experience. Related business analysis experience includes significant work in finance/accounting process analysis, requirements gathering, and documentation.

PREFERRED QUALIFICATIONS:
  • Financial systems modernization experience in a public sector entity is highly desired.
  • Experience in complex procure-to-pay processes.
  • Experience with financial reconciliation and close processes.
  • Experience with grant programs or other complex treasury functions.
  • Experience working with state & local emergency management processes and underlying procedures.


*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may also be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to use business analytics through gathering and documentation, testing, and user training.
  • Functional knowledge of modern accounting solutions.
  • Working knowledge of financial management and accounting processes including general ledger, purchasing, accounts payable, inventory management, and financial close processes.
  • Ability to interpret analysis and clearly present ideas to TDEM stakeholders.
  • Ability to multitask and work cooperatively with others.
  • Knowledge of computers and related equipment, hardware, and software.
  • Strong organizational, leadership, and interpersonal skills.
  • Must possess strong written and oral communication skills.
  • Ability to work with stakeholders to implement technology solutions to achieve business goals.
  • Proficiency in Microsoft Office Suite and other modern accounting platforms.
  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
  • Ability to communicate with tact and diplomacy.


REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, IS-800, IS-247, FEMA courses within twelve (12) months of employment and any other training as determined.
