provides leadership in the development and execution of innovative economic development programs, and implementation of strategies to promote and support the growth and retention of small businesses within the City of Raleigh. This position is responsible for designing, implementing, and managing complex programs, that are compliant with legal and procurement requirements, including federally funded programs, and programs that operate through external partners.

This position strengthens relationships with regional, state, and federal partners, as well as other departments and organizations within the City, to support the business development needs of small businesses.

The ideal candidate will have interest in and experience with:Creating and implementing small business programs and resourcesSolving complex challenges for small businesses or their support partnersExcellent written and verbal communications, project management, and facility with dataWork that is self-directed, managing the programs in the assigned portfolio with minimal supervision, and capable of making program and policy recommendationsAbout Us:Small Business Economic Development is a unit of the Housing and Neighborhoods Department, serving the small businesses that help define Raleigh's unique character - particularly microenterprises (with less than 10 employees), storefronts and homebased entrepreneurs doing business with the local community. The team supports small business startup, growth, and retention by delivering programs, partnerships, engagement, and resources that equip business owners with tools and information they need to maximize their potential.

As a key component of the City's broader economic development strategy, the Small Business Development unit is responsible for building strong, strategic partnerships with local chambers, business alliances, entrepreneurial support organizations, financial institutions, educational institutions, nonprofits, and other partners in Raleigh's entrepreneurial ecosystem. The team also engages with neighborhood and community partners to support equitable economic development opportunities for new and existing small businesses, as well as their local workforce.Duties and Responsibilities

This role focuses on creating and implementing new City programs and solutions to:

Develop and grow small businesses throughout Raleigh, especially in low-and moderate-income areas. Ensure equitable economic development by enabling access for underserved and alternate-language business ownersMitigate small business displacement, particularly in rapid development areas including new transit corridors, under the umbrella of Transit Oriented DevelopmentSupport small businesses, entrepreneurs, and pop-ups in Downtown Raleigh. Work closely with Downtown Raleigh Alliance and other partner organizations to address small business proposals from the 2024 DRA Downtown Economic Development StrategyDevelop a small business loan program, working with partner organizations. Further expand small business access to capital by promoting existing grant, loan, and other financial services in the community.Create and deliver new legal/accounting workshop events for small business owners

Additional key areas of work include:

Design and organize RFPs / solicitations for new programs, and develop resulting contracts with partners for execution and program implementation. Ensure contract performance and timely reporting and invoicingProactively engage with small businesses and partners to respond to (or prevent) complaints and high visibility business retention challengesRepresent the City Small Business Development team at small business, partner, and community events, including evening and weekend events. Make occasional presentations to City Council and Boards as appropriate for new program approvals and periodic reportsDevelop new opportunities with Entrepreneurial Small Business Ecosystem partners, including Chambers, Business Alliances, Entrepreneurial Support Organizations, Community Development Financial Institutions, Credit Unions, and othersStrengthen ties and develop new programs and opportunities with main street entrepreneurial co-working and co-making spaces, as well as main street entrepreneurial accelerators and incubators, from the perspective of small business developmentIdentify and support solutions that make the City easier to do business with for small businesses by teaming with relevant City Departments and external partner agenciesDevelop new, actionable localized small business economic metrics, dashboard, and data, to contribute to the economic development content on the City's website and social mediaSupport content creation, coordination and publication of periodic program reports, including Annual Reports and the annual Small Business Resource GuideLead a Strategic Initiative Team focused on Economic Development and Innovation and mentor and collaborate with junior team membersCollaborate with organizations, small businesses, and residents to promote and sustain jobs and economic equity for residents of RaleighManage City and Federally funded programs (for example, programs funded by ARPA or CDBG-ED) that support community economic development, small business development, retention and expansion and workforce development initiativesTypical Qualifications

Education and Experience:Bachelor's Degree in economics, urban planning, business or public administration, construction management, real estate or directly related field and five years of community economic development experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

IEDC (International Economic Development Council) Certification is preferred (CEcD or EDP) but not mandatory (City of Raleigh will sponsor certification as needed)

Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions. Sedentary Work :Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Working Conditions : Work is performed in both the field and in an indoor office environment with moderate exposure to extreme temperatures and travel. Work involves periodically visiting outdoor construction sites.
