The Opportunity:
Join NAVSEA 03S as a lead Business Systems Analyst supporting the Navy Maintenance and Modernization Enterprise Solution (NMMES)
Play a crucial role in analyzing and improving business processes for naval ship and submarine maintenance operations across global Navy facilities
Bridge the gap between IT solutions and business needs for over 45,000 users in Navy Shipyards, Intermediate Maintenance Facilities, and other naval repair centers
Lead and mentor a team of analysts in evaluating and enhancing complex business systems
Contribute to the strategic direction of NMMES, balancing customer-driven enhancements with technology obsolescence challenges
Work on projects spanning the entire business process lifecycle, from legacy systems to modern web applications
Apply SAFe Agile methodologies to improve project delivery and team efficiency
Responsibilities:
Develop, analyze, evaluate, and improve the effectiveness of work methods, procedures, and business processes within the NMMES environment
Formulate and enforce work standards, assign contractor schedules, and review work discrepancies
Supervise contractor personnel and communicate policies, purposes, and goals of the organization to subordinates
Conduct in-depth analysis of user requirements and translate them into effective IT solutions
Collaborate with IT teams to ensure proper implementation of business requirements in system specifications
Develop and maintain documentation for business processes, user requirements, and system functionalities
Lead initiatives to modernize legacy business processes while meeting new capability demands
Implement and oversee SAFe Agile practices within the NMMES development process
Required Qualifications:
Bachelor's Degree
12 or more years of experience in DoD/Navy programs and/or policies
Extensive knowledge of business analysis principles and practices, particularly in managing complex, global IT systems
Proven experience leading teams and managing full business process lifecycle
SAFe Agilist (SA) certification or higher
Must be a US Citizen with an active Secret clearance
Desired Qualifications:
Advanced degree in Business Administration, Information Systems, or related field
Experience with naval maintenance and modernization systems or similar complex DoD programs
Strong analytical and problem-solving skills with the ability to balance legacy system processes with new technology integration
Advanced SAFe certifications such as SAFe Program Consultant (SPC) or SAFe Business Analyst
Familiarity with both legacy software applications and current web application technologies
Experience in managing business processes across multiple operating systems and technology platforms
