The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Business Systems Manager. The selected competitive candidate will provide exceptional delivery of services to the agency's Eligibility & Enrollment Office.

Job responsibilities will include, but are not limited to:

The incumbent will serve as a Business Systems Manager with direct reports and the Business Systems Unit focusing on technical aspects of Eligibility and Enrollment.

Manager will participate in Release Management technical roles for major information technology projects.

The individual will experience working in multiple aspects of MES modules.

The position will ensure that member functions in the MMIS/MES and VaCMS or other successor systems are accurate and support the eligibility policies and functions of the Medicaid and FAMIS programs by initiating system change requests, working with internal and external (DSS and their contractor) staff to develop requirements for needed system changes, and developing scenarios and scripts for testing.

Supervise testing staff, conduct systems tests, and produce reports to confirm deficiencies in application of program policy or system functionality.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable knowledge of state and federal health care program requirements with an emphasis on Medicaid and the Family Access to Medical Insurance Security (FAMIS) programs.

Considerable knowledge and experience of automated systems involving eligibility determination and enrollment, to include the Virginia Case Management System (VaCMS) and the Medicaid Management Information System (MMIS), the Medicaid Enterprise System (MES) or any successor system.

Considerable experience with Medicaid/FAMIS eligibility policy and system enrollment processes.

Considerable experience in preparing and presenting training or other presentations on Medicaid/FAMIS systems-related issues.

Experience conducting research, analyzing data, problem solving and identifying solutions and appropriate actions.

Considerable knowledge of research methods and procedures, data analysis and project management techniques.

Considerable experience serving as a liaison with systems or other user groups to develop or enhance member eligibility or enrollment systems and analyzing system performance.

Considerable experience operating a personal computer with spreadsheets, word processing and presentation software to include Excel, Word, and PowerPoint.

Considerable experience analyzing, interpreting, and applying federal, state laws/regulations.

Experience meeting deadlines.

Experience communication with internal and external stakeholders.
