Required Education Level: Bachelor's Degree in Computer Science, Engineering, Math, or equivalent Required Experience (Years): 15 Substitution Criteria: 8 years of additional relevant experience may be substituted for education To support the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) program for the Office of Deputy Chief Information Officer (ODCIO) EHRM Interagency team Support Interagency Office to coordinate cross-disciplinary team and project efforts for ensuring integrations, compatibility, healthcare semantics, informatics, and usability across multiple platforms, as required for the full EHR modernization effort, are met. This role will be focused on the use of VA and DOD mission critical systems as they relate to the EHR; including the ability to evaluate systems to ensure guaranteed service levels in support of healthcare applications. Conduct reviews of system engineering designs, architecture, and integration patterns for current/future state planning to ensure compliance with Federal and Departmental regulations and standards to achieve EHRM-IO's mission. Collaborate with system integrator and provide expertise to ensure the data and interoperability solutions, to include data migration/syndication, identity and access management, external data exchange platforms and analytics/reporting solution designs and development efforts meet VA requirements. Facilitate technical meetings with customer, stakeholders, and vendors, write executive-level technical summaries and deliver presentations in support of Interagency projects for VA enterprise and Joint VA/DOD planning and implementation needs for EHRM-IO ODCIO. Coordinate across DoD, FEHRM, EHRM-IO and VA for coordination and planning of jointly managed technical integrations. Serve as Interagency technical SME and coordinate across ODCIO to research solution architecture, technical design tools, and technology stack for data exchange infrastructure, develop data exchange strategy and architecture that encompasses patient identity, data standards, applications, infrastructure, and services, and conduct gap analysis of infrastructure and architecture. Be able to comprehend and provide solutions to technical, management, and policy issues into client solutions and lead small working groups. Have experience with health systems engineering technical principles, including requirements development and functional analysis. Provide technical feedback to program plans and schedules to ensure that timelines, risks, and design have the appropriate level of detail, validity and abide by commercial best practices. Assess and make recommendations for mitigating technical risks and issues. Minimum qualifications: 15 years of professional work experience Must create strategies and plans for integration of multiple IT systems/subsystems into an operational unit, ensuring full functional and performance capabilities are retained. Coordinate with development and user teams to assess risks, goals and needs and ensure that all are adequately addressed. Must be experienced in introducing new hardware or software into a new or existing environment while minimizing disruption and mitigating risks. Must be cost conscience as well addressing goals.
