Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

Democratic, economic and financial governance;

Security and stability of countries in crisis/post-crisis situations;

Sustainable development;

Strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how. With an activity volume of 233 million euros, more than 400 projects in the portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy.

The Greek authorities have committed to continue the reform of the public administration to boost state efficiency, transparency, and meritocracy. To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission. DG REFORM contracted Expertise France to provide technical support (TS).

This TS is being provided in the areas of:

Human Resources Management;

Digital/Information and Communications Technologies (ICT);

Digital Public Administration and e-Governance;

Communication.

With special focus on enhancing the implementation of the new goal-setting and performance evaluation system, which has recently been introduced in the Greek public administration. The project led by Expertise France provides support to Greece in its efforts to:

Improve the efficiency and accountability

of the public sector management in Greece, thus leading to sustained improvements in service delivery and public sector performance over time.

Increase the employees’ satisfaction and productivity

within the public sector, driven by a more transparent and goal-oriented performance management system, ultimately benefiting both the public servants and the citizens of Greece.

The duration of the project is of 18 months starting in December 2023. Implementation of the TS is carried out by a multinational team of Greek and other EU Member States’ experts headed by one Key Expert (KE), under the supervision and coordination of Expertise France. The role of the experts will be to support the:

Full implementation of the new goal-setting framework among pilot entities and successful roll-out of the new framework across the public sector;

Implementation of a comprehensive change management plan, ensuring the successful integration of the new goal-setting framework, and driving a transformative shift towards a goal-oriented public sector.

Expertise is required in the following fields:

Human Resources Management;

Performance measurement and evaluation;

Public administration;

IT and technology integration;

Digital Innovation & New technologies (including AI);

Change Management;

Communication;

Adult education and training;

Training delivery and facilitation.

Tasks will be executed at Expertise France Athens Office and/or at the premises of the beneficiary and other stakeholders and line Ministries, if needed, upon agreement with the Project Coordinator.

Qualifications & SkillsUniversity Degree (preferably at postgraduate level) in fields relevant to the specific expertise area, such as:

Human Resources Management;

Computer & Information Technology;

Software / Computer / Electrical Engineering;

Computer Science / Physics / Mathematics;

Economics / Business Administration;

Public Administration;

Communication;

Or related fields.

In the absence of such a degree, candidates should have at least 10 years of professional experience in the relevant domains. Proficiency in written and spoken English is essential. Knowledge of Greek will be an asset. Demonstrated analytical, research, and reporting abilities. Strong report-writing skills in English and/or Greek.

General Professional ExperienceFor senior experts, a minimum of 7 years of postgraduate professional experience in international and/or national-level positions in fields directly relevant to the assignment. For junior expert positions, a minimum of 3 years of professional experience is required.

Specific Professional ExperienceProven track record of involvement in a minimum of 2 assignments directly related to the project's objectives. This could include prior work in:

Public administration reform;

Digital transformation;

ICT project management;

Human resources management;

Training;

Or similar areas.

Familiarity with the Greek context and practical experience working with the Greek administration are considered valuable assets. This will facilitate effective collaboration and understanding of the local context and challenges.
