Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

The Director of Permanent Housing oversees the programmatic budgeting and performance management of LAHSA’s Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), and Recovery Rehousing (RecRH) programs to ensure maximum utilization and impact of these resources across Los Angeles County. The Director of Permanent Housing will work closely with LAHSA’s public partners including the LA County Departments of Mental Health (DMH) and Health Services (DHS), public housing authorities, and housing departments to ensure coordination across all permanent housing programs within the county. The Director of Permanent Housing will work collaboratively across multiple LAHSA departments to ensure that all available resources are integrated into a well-functioning rehousing system in compliance with all federal, state, and local requirements. The position ensures LAHSA performs at the agency’s highest capacity as both a grants administrator and as the system administrator for Los Angeles’s homelessness response, ensuring the regions resources to address homelessness serve as many people experiencing homelessness as possible and provide the highest quality of services possible.

Essential Job Functions

Ensure that Los Angeles has a strong, nimble, and well-coordinated rehousing system by ensuring maximum utilization of all resources and strong collaboration with other systems of care.

Strategically deploy resources to combat racial disparities in homelessness and cultivate strong partnerships with community providers to support healthy communities.

Establish equitable and effective methodologies for management and oversight of LAHSA’s PSH, TLS, HN and prevention contracts.

Lead Housing Central Command, LAHSA’s initiative to utilize real-time awareness of LA's permanent supportive housing (PSH) portfolio across all jurisdictions and funding streams to drive efficiencies in the match-to-move-in timeline.

Lead PSH advisory Council, LAHSAs initiative to utilize the property development community to enhance an expedite housing.

Oversee and monitor Continuum of Care investments in PSH and TLS, as well as all investments in RRH, HN, SUNOFO and state encampment portfolios.

Oversee the matching of LAHSA’s PSH, TLS and HN resources to people experiencing homelessness.

Oversee centralized matching and CES systems.

Oversee and Direct active system management of all PH portfolio.

Oversee LAHSA’s work to align private market rental housing opportunities with rental subsidies.

Collaborate closely with LAHSA’s other program component departments to ensure that all programs are strategically aligned to scale system and achieve maximum performance.

Meticulously monitor and track all permanent housing contracts.

Work collaboratively with the Director of Allocations and the Finance Department to closely monitor funding utilization and spenddown data.

Collaborate with the Director of Allocations to develop funding requests.

Collaborate with the Data Management Department and Finance Department to ensure timely reporting on programmatic outcomes to public funders.

Responsible for ensuring provider agreements are executed in a timely fashion and amended as needed.

Support and utilize matrix organizational structure to achieve desired collaboration and implementation of these goals.

Provide strategic and effective leadership for the Permanent Housing Department

Provide support and reporting to the LAHSA Commission and relevant Committees.

Oversee Universal Housing Application (UHA) and Resources management system (RMS).

Perform other duties and special projects as assigned.

Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships.

Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.

Strong public speaking skills and comfort testifying at public hearings.

Strong organizational skills with a strong attention to detail.

Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).

Ability to simultaneously manage multiple projects and timelines.

Advanced communication skills, and the ability to communicate with all levels of management, staff, and external clients, especially those who are not well versed in computer technology.

Demonstrated ability to work with diverse community and organizational groups.

Training & Experience

A minimum of five (5) years of experience related to the position.

Must have extensive experience managing large grant portfolios.

Extensive experience working with public funding sources, ideally with public funding sources to address homelessness.

Master's degree preferred; advanced degree related to the position is highly desired.

Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

Time Off Administrative LeaveExecutive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

VacationVacation is earned according to each month of service commencing with the employee’s initial date of hire.

Less than five (5) years of employment, eighty (80) hours per year.

Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.

More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year

Maximum accrual of vacation leave is 200 hours.

Sick LeaveFull-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
