Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Background on Data and Analytics at LAHSA
LAHSA manages critical data sources on people experiencing homelessness and utilizing homelessness services, including the Point-in-Time Count and Homelessness Management Information System (HMIS) data. LAHSA also works collaboratively with a range of agencies that maintain data on homelessness services and housing in Los Angeles, and these data sources are integrated into LAHSA’s data environment to help build a holistic picture of homelessness in the region. This data must be maintained, analyzed, and reported for various audiences and use cases, from internal policy and operational planning to external reporting to funders, elected officials, and the public.
Job Summary
Under the direction of the Deputy Chief Analytics Officer, the Sr Technical HMIS Advisor is responsible for designing, implementing, and overseeing the Los Angeles Continuum of Care (LA CoC) HMIS infrastructure. The Sr Technical HMIS Advisor collaborates closely with the HMIS team to implement HMIS business developments, software enhancements and technical improvements enabling data use for business intelligence, data analytics, strategic planning, and program assessment. The Sr Technical HMIS Advisor plays a key role in establishing HMIS Governance protocols for the LA CoC. Preferred candidates will bring strong analytic, project management experience, and a desire to seek out and create effective HMIS utilization and data collection solutions that support improved reporting.
Responsibilities:
Oversees requirement development of technical enhancements and additions to the HMIS software in collaboration with HMIS software vendor, HMIS Manager and Department Leadership.
Implements pivotal HMIS enhancements and ensures smooth adaptation throughout the CoC.
Ensures accurate and complete documentation of all HMIS data fields, makes recommendations for changes and ensures internal and external teams understand HMIS structure and design.
Manages senior business stakeholders to secure strong engagement and ensures that the delivery of data and information projects aligns with longer-term strategic roadmaps.
Advises on the design and structure of data systems, with a focus on HMIS databases, warehouses, and lakes.
Collaborates with neighboring Continuums of Care to jointly advise on governance policies for the regional HMIS collaborative.
Collaborates with Data Management and IT teams to design and implement database management systems for HMIS to meet LAHSA’s needs by defining and documenting data schemas, data access controls and security processes.
Works with vendors and service providers to support solutions for analytics, data engineering, and data platforms.
Leads on HMIS integration with systems across the county.
Supports with documenting data modeling standards, guidelines, and best practices for HMIS and analytics environments.
Represents the HMIS team in Data Governance committees and ensures any technology solutions adhere to standards set by Data Governance.
Collaborates to define and oversee implementation of standards, guidelines, and processes to ensure data quality and contractually mandated reporting adhere to HUD requirements.
Serves as mentor for all staff working with HMIS.
Provides support for all activities of the HMIS unit.
Other duties and special projects as assigned.
Qualifications:
Extensive knowledge of the LA CoC HMIS.
Experience successfully managing third-party software vendors.
Knowledge of industry-standard technologies and tools, including database management systems, master data, and metadata management tools, data acquisition strategies, cloud storage, data warehousing, business intelligence principles and processes, technical architecture for analytics, and associated security considerations for all data classifications.
Knowledge of local, state, and federal data management and governance regulations.
Understanding of data quality tools and techniques.
Advanced knowledge of Looker.
Experience with database technologies such as SQL, NoSQL, Oracle, Hadoop, or Teradata.
Experience with business intelligence tools and technologies like ETL, Power BI, and Tableau.
Ability to rapidly comprehend the functions and capabilities of new technologies.
Ability to synthesize and communicate large volumes of complex information to internal and external stakeholders of various technical understandings.
Ability to communicate effectively, prepare presentations, and build and maintain effective working relationships within cross-functional teams.
Education and Experience:
Degree in Information Technology, Computer Science, Engineering, Information Management, Data Science, or a related field of study, or equivalent experience.
At least ten (10) years of experience working in LA CoC.
At least ten (10) years of experience working as a HMIS System Administrator.
At least ten (10) years of experience in program or project management, leading projects involving databases, data models and analysis.
At least five (5) years of any combination of extensive and applicable work experience and educational credentials performing the above duties successfully.
Experience managing technology vendors and service providers.
A valid Driver’s License is required.
Work Schedule:This position is currently in a hybrid schedule. While schedules are subject to change, the current requirements are that staff work onsite no less than two times a week. The Chief Executive Officer or designee may change the schedule of positions between hybrid or fully onsite, as necessary to accomplish LAHSA's business needs.
