General Statement of Job
Under general supervision, Responsible for the professional maintenance, continuance, and further development of the County's Geographic Information System (GIS) through the use of computer aided/automated (manual if required) cartographic mapping work and other various means. Work involves analyzing spatial and tabular data, proposing modifications to structure of spatial and tabular datasets, and identifying sources of data for incorporation into geographical information system (GIS). Work also involves composing and executing programming, proposing, and executing design enhancements to GIS programs/interfaces, and coordinating location of global positioning system (GPS).
This position is essential. Personnel occupying this position may be scheduled to work regardless of weather conditions and/or when general County offices are closed.
Special Duties & Responsibilities
Researches and resolves GIS related problems and areas of concern associated with digital mapping and database files, utilizing aerial photo interpretation, cadastral and street map analysis, and field research among other research techniques.Assists the public and other County staff in defining their mapping and geographic data needs and interprets maps and map features for their use.Performs GIS analysis using mapping and other related software tools.Prepares complex custom maps for display from digital data using GIS mapping software and computer input/output devices (scanner, GPS, plotter, printer, etc.).Analyzes, reviews, edits, and verifies source data and resolves conflicting geographic dataMaintains and continuously updates numerous relational databases containing geographic related and other relevant data sets.Collects and organizes data for report generation frequently using a PC with spreadsheet, word processing, database, and Geographic Information System software applications.Maintains an inventory of maps produced and distributes map products to various agencies, departments, and the public.Assists other GIS team members in the performance of their essential functions as necessary.Performs routine processing (digitizing, macrolevel programming, encoding, etc.) of various sources of information for inclusion in various County geographic and database files and maps.Conducts user training on usage of software and hardware for GIS applications;Identifies sources of data and relationships to existing data and designs strategies for incorporation into geographical information system (GIS).Composes and executes programming to support or refute proposed hypotheses.Proposes and executes design enhancements to GIS programs and interfaces: coordinates scheduling, notification, and implementation of programming updates and changes to database or interfaces.Designs and coordinates the location of global positioning system (GPS) monumentation: maintains GPS monumentation database and equipment; operates and maintains GPS unit used to determine accurate positional information; calculates and enters GPS positional corrections; determines timing of GPS monument replacement and expansion; provides information to property owners upon removal of GPS monuments.Receives various forms, reports, correspondence, data sources/samples, spreadsheets, map sources, hardware/software user guides, training guides, websites, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.Communicates with supervisor, employees, other departments, county officials, consultants, customers, property owners, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Maintains an awareness of new technologies, methods, trends, and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.Prepares various maps from existing information sources.Performs general/clerical tasks, which may include entering data into computer, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.Provides assistance to other employees or departments as needed.Performs other related duties as required.Minimum Training & Experience
Bachelor's degree in Computer Science, Geography, or closely related field; supplemented by three (3) years or more previous experience and/or training that includes computerized mapping, geographical information system (GIS) operations, computer aided drafting/design (CAD), script programming, advanced programming logics, and global positioning system (GPS) operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Special Requirements
Knowledge of the policies, procedures, and activities of the County and of departmental practices as they pertain to the performance of duties relating to the position of GIS Specialist.Knowledge of the principles of surveying, mapping, and programming.Knowledge of computerized mapping, geographical information system (GIS) operations, computer aided drafting/design (CAD), global positioning system (GPS) operations, and other systems or software programs typically utilized by the position.Knowledge of the principles of script programming and advanced programming logics, and has the ability to compose/execute programs and enhancements.Knowledge of the terminology, principles, and methods utilized within the department.Knowledge of the laws, standards, and regulations pertaining to the essential duties and responsibilities of the position.Ability to comprehend, interpret, and apply regulations, procedures, and related information.Knowledge to keep abreast of any changes in policy, methods, computer operations, equipment needs, policies, etc., as they pertain to departmental operations and activities.Ability to effectively communicate and interact with supervisors, members of the general public, and all other groups involved in the activities of the department.Ability to assemble information and make written reports and documents in a concise, clear and effective manner.Ability to use independent judgment and work with little direct supervision as situations warrant.Ability to handle required calculation and mathematical formulas.Knowledgeable and proficient with computers.Ability to read, understand, and interpret computer reports, maps, and related materials.Ability to communicate professionally and respectfully.
