Salary : $66,678.00 Annually Location : Public Safety Center, TX Job Type: Full-Time Job Number: FY24-2500014 Department: Information Technology Opening Date: 10/02/2024 Closing Date: 10/31/2024 5:00 PM Central General Statement The GIS Analyst assists with the creation, maintenance, and display of a comprehensive Geographic Information System for the City of Kyle. Work involves high-level GIS map design and generation, spatial analysis, and mapping support for all City departments. The GIS Analyst has frequent contact with City employees and other public agencies, the general public, and vendors. The GIS Analyst consults with external sources of data on a regular basis and works under general supervision with latitude for the use of initiative and independent judgement. Essential Duties & Responsibilities Oversee maintenance and quality control of GIS databases and expansion of GIS applications throughout the City; Maintain ArcGIS Online websites for the City; Create and modify geospatial data and maps to meet City needs; Assist in New Application Implementations with GIS Integrations Assist Information Technology, Planning, Public Works, Building Inspection, and other City Departments as needed with GIS projects and database design; Provide support for GPS unit and software along with other field data collection methods; Assign addresses and approve street names; Administer US Census data and perform demographic analysis and population estimates; Train GIS Technician and other City staff in the use of GIS software; Build and verify GIS Layers for the use of City Wide Software's and Websites Prepare technical reports to support comprehensive planning processes, economic development, and other City needs; Serve as required for emergency management, particularly in the areas of mitigation, transportation, damage assessment, and recovery; Coordinate with Hays Central Appraisal District, Hays County, 911 Services, US Post Office, and other agencies to ensure efficient and accurate management of data; Perform such other related duties as may be assigned. Qualifications, Experience, and/or Certifications Required Bachelor's degree in Geographic Information System Science, Planning, or Geography or in a field related to the work from an accredited college or university plus a minimum of four years of related GIS experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities (i.e., each additional year of work experience can be used as equivalent to one year of college). REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES : Knowledge of: GIS theory, cartographic mapping, coordinate systems, projections and scale; database design; GIS programming languages such as Python and Arcade; land surveys and legal property descriptions. Skills/Abilities: Proficient with ESRI ArcGIS Pro software and operation of ArcGIS Online; Familiar with ESRI Enterprise GIS systems, including Portal and Datastores; Interpret and apply complex computer programs; Interpret engineering construction drawings; Operate Office software with Windows operating system; Manipulate spreadsheets and relational database operations; Perform complex mathematical operations; Take initiative in problem-solving; Work on multiple projects with different deadlines; Demonstrate proficiency in both oral and written communication; Establish and maintain effective working relationship with co-workers; Understand, interpret, and follow instructions; Maintain any necessary certifications and attend training for expanding GIS knowledge; Have a Texas driver's license applicable to job responsibilities and acceptable driving record.
