Job Summary: Provides executive leadership, direction, strategy and oversight for the use of technology and informatics to meet the clinical and business goals of KP National Pharmacy Operations. This position is responsible for and has oversight of pharmacy applications that drive the medication management process (prescribe to dispense) such as Enterprise Pharmacy Information Management System (ePIMS), Ascend/Wizard (for home infusion), Inpatient/Clinic Pharmacy System (Willow), Oncology (Beacon), Pharmacy POS and KPH. In collaboration with IT and Regional leadership, this position will support local automation and interfaces necessary to integral clinical systems. This leader will work closely with KP IT, Digital and HealthConnect leaders to continue to improve further integration to various systems. This position will represent pharmacy at various national and regional meetings, as necessary to present and review national pharmacy information strategies. Essential Responsibilities: Provides strategic planning, executive leadership and direction for informatics and technology to support KP National Pharmacy. Short term and long term strategic planning, leading cross-functional teams, analyzing complex issues and developing a roadmap and strategic plan to support the Pharmacy overall strategic plan. Provides timely and effective consultation and expertise to KP National Information Technology leadership, Divisional and Local Market leaders and staff, Program and other Division leadership regarding Pharmacy Information systems and requirements. Provides expertise relative to Pharmacy Benefit information system design and implementation of the functionality of pharmacy systems that assess member benefits. In conjunction with Pharmacy Benefits, responsible for claims adjudication from a technical perspective (membership files, provider files and external PBM). Provides expertise, leadership and strategic direction for systems that support centralized services including home delivery, central fill, local automation, bin management, call centers, third party payors and National provider directory. Responsible for KPHC master files and translation tables to allow effective prescribing, dispensing, documentation and billing, This includes Willow, inpatient documentation (MAR), clarity reporting tables, Resolute (billing), Beacon, Wizard. Develops and justifies innovative systems solutions to address Pharmacy and organizational goals of improving quality and service while attaining cost efficiencies. Responsible for business care development, defining business requirements, developing/approving system design, executing a robust testing plan, creating an implementation plan and developing a long term support model. Develops business cases and works collaboratively with IT, Medical Group(s), local Market and Divisional and/or Program leadership to implement automated solutions that promote safe and efficient care, improve member service, satisfy regulatory requirements, and support efforts to control costs. Manages the requirements gathering, design, testing, deployment, and design of all Pharmacy automated systems and technologies. Serves as an expert in high-level problem resolution of Pharmacy Information Technology related issues. Justifies and manages an information systems budget. Develops and works with the National Pharmacy CFO to justify business cases for software development, systems enhancement, and hardware purchases. Establishes and oversees a department structure that provides a service-delivery organization focused on member, local market, Medical Group and Pharmacy customers. Develops, coaches, and manages a staff dedicated to providing expertise and excellent customer service. Develops and provides state-of-the-art decision support tools that effectively allow for informed business decisions at all levels of the Program. Collaborates and coordinates with National and Divisional Information Technology, Medical Group(s), Pharmacy Operations across the Program, Compliance, Pharmacy VPs, Stakeholders and Local Market leadership to communicate and integrate information technology directions, strategies, and plans. Consults and provides expertise in Pharmacy Information systems and requirements to IT personnel, local Market and Program Leaders, and other Divisions as required. Basic Qualifications: Experience Minimum seven (7) years of leadership experience in information technology and healthcare administration Minimum five (5) years progressive management experience in healthcare environment with demonstrated ability to effectively manage large, complex initiatives. Education Degree in Pharmacy required License, Certification, Registration N/A Additional Requirements: Demonstrated ability to collaborate, communicate, influence, and work effectively with senior leadership and broad cross-section of IT and business leadership from broad range of functional areas Demonstrated competency in the areas of change management, influence, and negotiation skills A proven track record of success in leading successful, large scale business transformation initiatives and large technology projects Experience as a strong leader who can develop solutions with multiple and geographically dispersed stakeholders to complex process organizational issues. Ability to work in Labor-management partnership environment Preferred Qualifications: Minimum 3 years of IT project management experience preferred.
