Job Description Computer World Services Corp (CWS) is seeking an exceptional candidate to serve as the Applications Services Lead for the NIH/National Institute of Environmental Health Sciences (NIEHS), IT Infrastructure Program. NIEHS requires support for proactive and effective project management, efficient administration of the Data Center, successful operations and maintenance of servers, applications and networks, and prompt and efficient service desk support. The Applications Services Lead is responsible for overseeing the software configuration management, development, and maintenance of hosted applications for the National Institute of Environmental Health Sciences (NIEHS). This role ensures that all hosted application software is operational, continuously supports business operations, and phases out ColdFusion applications by November 2025. The Lead will manage software development, coordinate maintenance activities, and support system upgrades and changes. The Application Services Lead will play a pivotal role in ensuring the continuous, efficient, and effective operation of NIEHS hosted applications while guiding the organization through the transition away from ColdFusion. This role demands a blend of technical expertise, management skills, and the ability to coordinate across multiple teams and stakeholders. Key Tasks and Responsibilities Supervision and Management: Oversee software configuration management activities. Manage software development and support using formal specifications, data flow diagrams, CASE tools, and other design techniques. Ensure all application code is checked into the NIEHS enterprise source code repository. System Analysis and Design: Analyze complex system requirements. Design software tools and subsystems to support software reuse and domain analyses, managing their implementation. Maintenance and Support: Ensure continuous and successful business operations for all NSITES III hosted applications. Perform corrective maintenance to fix application problems, restore system operations, and ensure ongoing compatibility with system upgrades. Conduct adaptive maintenance due to changes in the hosting environment. Implement preventative maintenance to enhance code reliability and maintainability. Perform minor, minimally additive changes to improve business operations. Coordination and Testing: Coordinate with OIT staff and system administrators during software and infrastructure upgrades. Conduct analysis and testing of the impact of NIEHS-wide datacenter infrastructure or software upgrades. Support User Acceptance Testing (UAT), document test results, and manage release notes. Hosting and Administration: Provide systems engineering services for hosting and administration of applications. Configure and tune databases, deploy and configure web services, manage storage, users, groups, and roles. Provide technical assistance to developers and end users, schedule application deployment, and ensure application availability. Job Requirements: Education & General Experience B.S. in Computer Science, Information Technology Management, or Engineering. Alternatively, four years of related experience may substitute for the educational requirement. Minimum of 5 years supervising software configuration management. Experience analyzing complex system requirements. Experience designing software tools and subsystems to support software reuse and domain analyses. Experience managing software development and support using formal specifications, data flow diagrams, CASE tools, and other design techniques. Proficiency in estimating software development costs and schedules. Experience reviewing existing programs to refine, reduce operating time, and improve techniques. Preferred Skills: Proficiency in ColdFusion, PHP, .NET, Oracle, and Red Hat. Experience with Atlassian suite (Confluence, Jira), Microsoft Office SharePoint, and shared network directories. Strong analytical, problem-solving, and communication skills. Certifications Certified Information Systems Security Engineering Professional (CISSP-ISSEP) or equivalent. ITIL 4 (Preferred) Security Clearance Public Trust Moderate (Tier 2) Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.) May require local travel to customer sites. This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support. May require sitting/standing for extended periods and performing tasks involving bending, stooping, and reaching. Potential continental US travel to other customer locations, if required.
