General Position Summary:
The ERP Business/Technical Manager is responsible for the day-to-day functional and technical management and future implementation of PeopleSoft (PS) Human Resource and Financial Management systems and applications as well as any other applications that support PS functionality. This position has the authority to make decisions that will keep the PS systems functioning effectively. The ERP Business/Technical Manager's work involves considerable functional and technical knowledge of the PS application system in order to lead project development. This position manages and participates in future implementations, ongoing analysis, and daily interactions with all PS modules, including (but not limited to) the following: Asset Management, Budgeting, Project Costing, Payroll, Accounts Receivables/Billing, General Ledger, Payables, Purchasing, Human Resources, Benefits and Time & Labor. This position oversees the PS functional experts in the various offices using PS as it relates to PS functionality and implementation. The position also oversees and reviews the efficiency of the PS application technical support system and training. This position is responsible for communicating with Elected Officials, Department Heads, and other County management members regarding PS and other ERP services provided by IT.

Essential Duties and Responsibilities:Analyze current system status, including hardware and software needs. Develop recommendations and implementation plans for unused or under-utilized PS modules.Plan, organize and manage the work of a project team in the analysis, design, enhancement, and implementation of broad and complex PeopleSoft application systems; prepare specifications and procedures for assignment; perform programming, testing, installation, and maintenance of new or modified modules and applications; and perform other work as necessary and/or required.Troubleshoot and resolve (or facilitate resolution of) system or application problems; collaborate with developers and programmers to resolve problems; be responsive to clients' requests.Write SQR and SQL scripts for reporting and modificationsMaintain and evaluate modifications to Peoplesoft to determine its viability when an updates are performed.Develop and maintain appropriate and adequate documentation of processes and procedures during implementation phases and final functional phases; develop and maintain appropriate and adequate documentation for system users (at all levels).Recommend, oversee and provide training and training materials for users to develop their skill sets as needed.Prepare recommendations and deployment plans for PS system access, security profiles, and daily workflows for county departments.Recommend, supervise, oversee, and participate in the maintenance of and/or upgrades to the ERP PS system as needed.Review County business practices as they relate to the ERP PS system; research, evaluate, and implement new and more efficient ways to perform processes; provide performance tuning as needed, including technical reviews, recommendations, and implementation.Establish project standards and controls. Supervise and oversee the implementation process of approved projects, and develop practices to ensure desired outcomes. Conduct briefings to keep interested parties informed and provide status reports.Supervise the actions of the PS functional experts in the various county offices as they relate to PS implementation and use, including overseeing performance, training, providing technical assistance and motivation, and assigning PS-related work.Collaborate with Elected Officials and Department Heads/Directors in developing, proposing and implementing PS solutions; Advise during the hiring process as necessary to determine required skill sets related to PS support.Maintain positive working relationships with Elected Officials and Department Heads, and other parties of interest while collaborating on the proposal and development of PS solutions.Perform other IT-related duties as assigned by the IT Manager and/or his/her designee.Attend meetings with the Board of Commissioners, Elected Officials and Department Heads, IT Dept. staff, and others as needed. Participate and network within the PS Community and industry by attending and/or presenting at the various PS Regional User Group meetings as well as state and local government meetings.Consult with third party vendors regarding products, services, implementation, technical resources, and operations to provide appropriate levels of support. Work with steering committees to achieve accurate analysis and successful outcomes.Coordinate the work of a project team composed of staff, vendors and users; guide and formulate project needs and requirements; manage and complete projects within specific time and budget constraints; prepare progress reports and revise projections to reflect current status.Other Duties:

Minimum Qualifications:
Bachelor's Degree in a related field,
or
five years of relevant experience as determined by the County. Experience in administering specialized IT services and/or enterprise software applications.Demonstrated professional competency in the field of personal computers and software use and applications.Experience developing, administering, and maintaining the aspects of ERP systems and programs, specifically PeopleSoft v9.2 or higher.Possess and maintain a valid driver's license.Required Skills and Abilities
