Summary

SUMMARY

The Divisional Vice President of Human Resources(DVP) will act as a consultant and adviser to senior leadership across All Native Group to ensure delivery of specific solutions to drive organizational effectiveness. As part of the HR Leadership Team and reporting directly to the Corporate Vice President of Human Resources, this DVP, will drive comprehensive and progressive Human Resources strategies through

the organization and will align employees with the organization's culture, strategies, and vision. Aligns HRBP team as strategic business partners to understand business goals, issues and needs, and proactively identify and resolve opportunities impacting team and individual performance and ways

of working. Drives consistent implementation and integration of human resource solutions as well as the evaluation of their impact on meeting strategic goals and objectives in collaboration with Ho- Chunk, Inc.

  • Continuous collaboration and partnership with function leaders and Ho- Chunk, Inc. with consideration of ongoing impacts
  • Provides strategic direction for company programs in collaboration with Ho- Chunk, Inc.
  • Develop and execute, in collaboration with Ho-Chunk, and Function leaders, policies, practices, tools, and developmental resources.
  • Leads continuous improvement and enhancement efforts based on market and industry trends to support ongoing business growth.
  • Oversees design and development of workforce strategies, policies, procedures, and programs in areas of organizational development, employee benefit
  • programs (including health & welfare plans, retirement plans, workers' compensation and employee health), compensation, staffing & workforce planning to align
  • with organizational philosophy and business objectives
  • Provides guidance to Executive Team in understanding Organizational Development, HR, Compensation, Benefits, and other workforce strategies and programs.
  • Creates and executes strategies to improve employee engagement and
  • Recommends appropriate actions to ensure Federal
  • Partner with in-house Legal Counsel and external attorneys regarding employee and labor relations strategy, planning, and organizational compliance
  • Assess need, build, and develop the HR department to support current and future division objectives and strategies.
  • Lead the development and maintenance of policies and SOPs (Standard Operating Procedures) to streamline organizational processes and for best business
  • Direct strategic HR/OD Design and provide reports and analysis fo r Executive Team.
  • In collaboration with HCI, design and deliver compensation and benefit p rograms that support the company's ability to attract, retain, and
  • motivate
  • Service Contract Act (SCA) Administration to include identification of risk, compliance audits, review of SCA rates and changes, mapping of challenging SCA labor categories, and appropriate government filings, as necessary.
  • Ensure compliance with local, state, and federal regulations, including EEO, OFCCP, FLSA, ERISA, ADA, FMLA, Workers Comp, and OSHA, as
  • well as legal requirements as they relate to payroll, benefits, and administrative policy compliance.
  • Guide the development and implementation of learning opportunities,
  • development plans, and competencies to support continuous employee growth and de
  • Provide coaching and guidance to company's Executive Team, Directors and Program Managers regarding employment issues in such areas as policy
  • and procedure interpretation/application, dispute resolution, corrective action, leaves of absence, harassment, and terminations. Analyze findings and review trends
  • with senior management and recommend actions to ensure positive organizational changes.
  • Identify diversity goals and work to eliminate unconscious bias across
  • the Develop metrics and assessment of programs and their impac t.
  • Executes a performance management program that integrates with the organization's values and core competencies.

SKILLS AND QUALIFICATIONS
  • Excellent project management skills
  • Proficient in SharePoint & all Microsoft Office Suite applications
  • Knowledge of principles and procedures for personnel recruitment, selection, training, retention, compensation and benefits, labor relations and negotiation, and personnel information systems.

EDUCATION & EXPERIENCE
  • Master's degree in human resource strategy/management, Business, or other r elated area preferred.
  • PHR and/or SHRM-CP certification SPHR and/or SHRM- SCP preferred.
  • Extensive (10+) years exempt level experience in human resources
  • 8+ years' work in government contracting
  • Experience with federal & state government
  • Experience in creating performance metrics for measuring program effectiveness
  • Proven supervision, leadership and coaching


SUPERVISORY RESPONSIBILITY

This position oversees the ANG HR Department with direct reports in functional areas. Provides leadership and guidance to other departments within ANG as it relates to human capital management.

WORK ENVIRONMENT

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
