Opportunity

BASIC FUNCTION:

Track and document emission regulations that impact the design, development, manufacturing, and application of spark ignited non-road engines. Assist in the development of engine exhaust and evaporative emission control systems. Lead development of certification strategies and related regulatory requirements. Execute certification testing and assemble application documentation to secure and maintain compliance with U.S. Agencies (EPA, CARB) and European Commission. Review production configuration changes for exhaust and evaporative emissions impact, take appropriate action to ensure compliance. Document and define processes and procedures for tracking regulatory activities and business certification programs. Serve as liaison between manufacturers, industry associations, and agencies to ensure regulation compliance.

SPECIFIC RESPONSIBILITIES:
  • Lead spark ignited engine certification activities for exhaust and evaporative emissions and certified engine power for U.S. and European markets.
  • Submit documentation for new certifications and certifications running changes.
  • Manage strategy for setting family emission limits (FEL) family FELs to maximize exhaust emissions credits for averaging/banking/trading programs with EPA.
  • Maintain spark ignited engine emissions labeling information.
  • Maintain Regulatory Engineering cost center expense and capital budgets.
  • Create ISO process and procedure documents for regulatory certification and compliance group activities and business certification programs.
  • Train direct reports on spark ignited engine regulatory requirements and processes.
  • Advise product engineers and technical support personnel as required or requested.
  • Maintain professional working relationships with U.S. EPA, California ARB, and VCA.
  • Maintain technical records and reports to document progress and results achieved.
  • Manage engines Technical File documents required by Machinery Directive (2006/42/EC)
  • Review and approve production part change requests, specification requests and deviations for potential impact on emission certification.
  • Provide guidance to internal and external customers regarding end-application emission regulations and certification processes.
  • Contribute innovative ideas, concepts, and approaches to cross functional teams to achieve regulatory compliance with minimum development costs.
  • Maintain knowledge of emission regulations through direct and indirect contact with external organizations.
RELATIONSHIPS AND CONTACTS:

Supervisory Relationships:
  • Reports to Sr. Emissions & Product Compliance Manager
  • Manages 3-4 technical associates and engineer(s)


Organization Relationships:
  • Frequent contact relative to customer requirements, design, product, quality control, safety, service, and warranty with other Engine Division departments.
  • Frequent contact relative to exhaust emission applications for certification, emissions, and audit data with division Quality/Reliability and Marketing departments.
  • Moderate contact concerning product emissions matters with Corporate Legal group and executive leadership.
External Business Relationships:
  • Frequent contact with U.S EPA and California ARB personnel regarding regulatory compliance.
  • Moderate contact with OEM customers regarding emission compliance and other regulatory issues.
  • Active membership in professional societies and industry associations, including attendance at trade shows, seminars, and technical meetings.
Skills/Requirements
  • B.S. degree in Mechanical Engineering or related field from ABET accredited program with 6-years of work experience or master's degree in engineering with 2-years of work experience.
  • Experience with regulatory requirements for spark ignited engines including new and amended certifications, certification testing, production line audit testing and compliance reporting required.
  • Experience with global regulatory agencies including Environmental Protection Agency (EPA), California Air Resources Board (ARB), Vehicle Certification Agency (VCA), and European Commission (EC).
  • Experience with U.S. (EPA, CARB) and Europe (EC, VCA) regulations pertaining to exhaust and evaporative emissions of non-road spark ignited engines.
  • Experience with worldwide and regional manufacturing associations including Engine Manufactures Association (EMA), Outdoor Power Equipment Industry (OPEI), European Committee of Internal Combustion Engine Manufacturers Associations (EUROMOT).
  • Experience with internal combustion engine design, development, and testing including combustion and exhaust gas chemistry, fuel chemistry, electronic control operation and material properties.
  • Working knowledge of common exhaust gas after-treatment technologies for spark ignition engines including Exhaust Gas Recirculation (EGR) and Three-way Catalyst (TWC).


OTHER REQUIREMENTS

Approximately 5% travel time both domestically and internationally for meetings with regulatory agencies, trade group associations, and customers.

The salary range for this position is $122750 - $156850. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate's experience, their education, and the work location. Available benefits include medical, dental, vision & 401k.
