Salary: $121,409.60 - $154,960.00 Annually
The Public Works Department is accepting applications to fill one full-time Regulatory Compliance Manager II vacancy in Santa Barbara.
Under direction, oversees staff performing work in a highly regulated environment including establishing regulations, monitoring compliance, and/or taking enforcement and corrective action in areas such as: environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production, environmental sensitivity and habitat restoration, environmental mitigation, and records management; coordinates assigned activities with staff in other divisions and departments; provides highly responsible and complex staff assistance and administrative support to executive management staff; and performs other duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Typically reports to a Level III manager. Provides direct supervision to two or more individuals within a program. Exercises direct and indirect supervision over assigned professional, technical, and administrative staff.

The Ideal Candidate possesses:
- Experience preparing reports for regulatory agencies
- Experience with air toxic emissions and modelling
- Experience with landfill gas collections and emissions monitoring
- Experience with power generation, renewables, and energy efficiency and management
- Solution and customer service-oriented
- Experience working in a public sector, municipality or special district
- Ability to lead and effectively manage multiple situations occurring simultaneously
- Excellent written and verbal communication skills
- Demonstrated ability to develop and maintain sound working relationships with diverse people and personalities
- Strong understanding of best practices in performance management
- Serves as a member of the County's management team by planning, organizing, coordinating, and directing the activities in areas such as: health and environmental inspection program administration, records management unit, or compliance and enforcement.
- Establishes annual goals and priorities, influences the direction for new or revised services, programs, processes, standards, or operational plans, based upon the County's longer-term strategies.
- Plans, coordinates, and evaluates environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production; environmental sensitivity and habitat restoration, and environmental mitigation programs and projects.
- Serves as a subject matter expert and uses technical and analytical expertise to develop findings.
- Manages inspection, enforcement, analysis, and related program and project management activities.
- Ensures program and project operations comply with regulatory agency and environmental law requirements and standards related, but not limited, to air quality, storm water quality; groundwater quality; under and above ground storage tanks; and hazardous, regulated, and solid waste management.
- Develops and negotiates contracts and agreements; coordinates with regulatory agencies to negotiate restoration terms and conditions; establishes internal and external partnerships; convenes, facilities and/or attends task force, committee, and related meetings; and responds to inquiries and requests from County staff, vendors and the general public.
- Researches, analyzes, develops, and reviews studies, allocations, and related reports, contracts, proposals, materials, presentations, and other documents; and develops and makes recommendations to higher-level staff.
- Develops, implements, and evaluates services and programs to ensure adherence to strategic and performance goals; manages work systems and processes; maintains and updates procedures; researches trends and best practices in area of assignment; and recommends and implements operational and /or program changes.
- Develops and administers budgetary and procurement processes; manages contracts; researches and analyzes financial information; makes resource allocation recommendations; and implements resource allocation decisions.
- Troubleshoots and resolves program or work unit issues and keeps higher-level management informed of issues/resolution.
- Oversees the preparation of or prepares contracts, reports, records, plans, and other documents involved in managing the area of assignment; oversees and participates in the research and analysis of policy and related information; and makes recommendations to higher-level management staff.
- Supervises management, professional, paraprofessional, and support staff; and is responsible for conducting performance evaluations, employee development, hiring, discipline, and termination procedures.
- Coordinates work with the general public, County staff, and external agencies; may represent the County on various professional committees; and may prepare and make presentations to the public, elected officials, boards, and other stakeholders.
- Performs other related duties as required.
The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:
- Equivalent of a bachelor's degree from an accredited four-year college or university in environmental, biological, or physical science; business or public administration, or related field AND,
- Five (5) years of progressively responsible experience in air quality, engineering, and/or solid waste, or a related field, including at least two (2) years as a supervisor or manager.
Licenses and Certificates
For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

- Manage sample collection for laboratory processing and evaluate laboratory results.
- Evaluate environmental and health risks utilizing environmental media and engineered systems.
- Manage compensatory mitigation projects and operations.
- Ensure compliance with regulatory agency requirements.
- Oversee adherence to quality assurance standards.
- Manage assigned operations/programs; ensure ongoing compliance with strategic objectives and performance measures.
- Develop and implement policies and procedures.

- Analyze and evaluate operational programs, projects, and procedures.

May be required to function in one or more of the following: uneven terrain, construction sites, inclement weather, heavily populated clinic, potential exposure to hazardous physical substances, or program settings with ill or highly emotional clientele.
May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.
Completion of a background investigation to the satisfaction of the County may be required for some assignments.
