Salary: $137,633.04 - $175,604.40 AnnuallyThis position will remain open until filled, with the first review of applications beginning on November 3. Applications submitted after this date will be reviewed as needed.Washington County is now searching for a Deputy Chief Human Resources Officer to support the daily operations of the Human Resources (HR) department, with a focus on tactical, hands-on leadership. The primary responsibilities of this role are leading county-wide performance management, labor relations and negotiations, and managing the Employee and Labor Relations (ELR) team. This position will also oversee the day-to-day operations of the Talent Acquisition and Learning and Development teams and provide guidance to the Chief Human Resources Officer and department staff.Duties of this position include:Managing all aspects of Employee and Labor Relations, personnel investigations, discipline, and employee performance.Leading labor negotiations and ensuring the successful completion of collective bargaining agreements.Guiding the HR team’s efforts in performance management and employee development.Supporting the development and implementation of policies and procedures in alignment with County objectives.Ensuring compliance with relevant employment laws and regulations.Promoting a human-centered approach in HR practices, ensuring fair and equitable treatment for all employees.Supporting the Talent Acquisition and Learning and Development teams.Our Ideal CandidateA Human Resources professional with expertise in Employee and Labor Relations, collective bargaining, and performance management.An empathetic leader with a human-centered approach.Experience with the different functions of HR and an understanding of how they work together.Demonstrated ability to provide clear leadership while fostering a positive and collaborative environment.The ability to make decisions that align with One Washington County and Design the Future.A balanced approach to employee relations, with an emphasis on fairness and equity.Experience working in Oregon is preferred, but not required.We welcome applicants from both public and private sectors.For a full listing of job duties, please review our Deputy Chief Human Resources Officer job classification.MINIMUM QUALIFICATIONSEducation and Experience:Bachelor's degree in Public or Business Administration, Management, Human Resources, Social Science, Organizational Behavior, or a related field,

Six (6) or more years of increasingly responsible experience in management including responsibility in Human Resources, preferably with experience in the areas of employee and labor relations, talent acquisition, and learning and development. Two (2) of the required years of experience must include supervision of staff.
ORAssociates degree in Public or Business Administration, Management, Human Resources, Social Science, Organizational Behavior, or a related field,
AND
Eight (8) or more years of increasingly responsible experience in management including responsibility in Human Resources, preferably with experience in the areas of employee and labor relations, talent acquisition, and learning and development. Two (2) of the required years of experience must include supervision of staff.Preferred Requirements:Master’s degree in Business, Public Administration, Management, Human Resources, Public Policy and Administration, Organizational Behavior, or other Social Science.Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM-CP or SHRM-SCP or Labor Relations Certification (CLRP).Position Specific Requirements:Must have the ability to arrange for timely transportation to attend required appointments and meetings at off-site locations.Completion of a comprehensive background check.
