The Tsui Group is seeking a qualified and experienced
Scheduler III
to join our aviation team in Los Angeles County. The
Scheduler III
shall be ultimately responsible to develop and maintain detailed construction planning schedules for new construction and renovation work, as required for the Terminal Development & Improvement Program. These schedules may incorporate several scenarios used to finalize construction sequencing and contracting plans. These projects may include, but are not limited to: Airline Terminal Improvement projects, Airport Service Improvement projects, Terminal Development projects and Asset Renewal.
Position Description Summary:
The
Scheduler III
participates as integral member of an owner's program and project controls team, being directly responsible for scheduling multiple, interdependent projects of a large scale ($100m+ in value). Works collaboratively with other elements of the owner's team, including project managers, construction managers, other controls discipline leads, and claims staff to monitor, report on, and negotiate issues on assigned projects. Reviews designer and contractor submitted schedules and perform analysis as needed.
Provides owner with objective assessments of schedule delays (using Time Impact Analysis or other means), present summary and detailed findings to owner and/or third parties as needed. Engages in direct discussions with contractor, as needed, to understand basis of delay claims and support owner's understanding of potential liabilities for the negotiation of appropriate settlements.

The Scheduler duties include, but are not limited to, the following:
Review project schedule submittals by Design and Contractor TeamsPerform independent analysis of submitted schedules for Owner, ensuring all schedule submittal meet or exceed the requirements set forth by the contracts. These independent analyses include, but are not limited to the review of: Preliminary schedules, Baseline schedules, Four week look ahead schedules, Monthly schedule updates and corresponding recovery schedules/time impact analysis/time extension requests (as applicable), and As-Built Project SchedulesFacilitate coordination on interface issues between multiple projectsEnsure submitted schedules follow LAWA project code and activity code structureIdentify, understand and apply the relevant sections of the contract to each claimAssist with change order and claims disputesComplete analyses of contractor's delay claims and related time impact analyses within context of the contract documents and industry practice; examine the claim and actual schedule for later or earlier completion; identify related disruption, acceleration and recovery opportunities; and recommend apportionment of the delay and/or acceleration and any additional associated costs in accordance with applicable, accepted practices, such as AACE International issued Recommended Practice No. 29 Forensic Schedule Analysis (RP 29)Provide reports of analyses and briefing materials as required. Develop reports that effectively communicate complex project sequencing and/or forensic assessmentsAs applicable to particular claims, provide observations on potential delay mitigation, related schedule issues, communicate to team and recommend alternatives, if anyContribute to the advancement of LAWA's goals through commitment to productive collaboration with all stakeholdersMay assume other duties as required/neededMaybe required to work past regular work shiftMaybe required to work various shifts as neededRequirements
Professional Experience Level/Other Qualifications:
10 years or more of scheduling experience with 5 plus years in direct support of an active construction projectDirect forensic scheduling experience to support claims analysis on large-scale, complex heavy civil, vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration) particularly for assessment of delay claims and potential owner's liabilitiesExperience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/BuildDemonstrated experience scheduling for multiple concurrent and interrelated projectsAbility to effectively communicate technical and schedule related information in oral and written form to non-expert audiencesAbility to work collaboratively with other subject matter experts and resources to support owner's evaluation of claimsDemonstrated ability to understand technical and complicated construction program, contract and the ability to communicate progress and findings to both technical and management-level personnelPrior experience in aviation and large transportation projects, is highly desirableProven accuracy, reliability and completeness in job accomplishmentEducation/Training:
Bachelor's degree in Engineering, Construction Management, or other related technical field requiredRelevant Professional Licensure & Certifications are strongly preferredHardware/Software Knowledge:
Requires advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version 6.0 or higher required), along with related software tools such as Schedule Analyzer, Microsoft Project, Claims Digger, etc.Proficient in Microsoft Office Suite and BluebeamSpecific Requirements:
