MINIMUM QUALIFICATIONS

Master's Degree or higher with Educational Leadership certification preferred. Minimum 12 years of progressively responsible experience in education with at least 5 years of experience in positions of leadership at local school and/or District level. Strong knowledge in the areas of Human Capital. Ability to communicate tactfully, appropriately, and effectively with individuals and groups, including the Board of Education, Superintendent, Executive Cabinet team, the Board Attorney, district staff, local school staff, and the community. Strong strategic planning and organization skills. Ability to make challenging decisions, remain professional under stress, and possess exceptional judgement.

GOAL

The Chief Human Resource Officer leads the district in the areas of talent management, benefits, compensation, certification, employee relations, performance Management, risk management, compliance, liabilities and HR technology. The CHRO ensures theses responsibilities are in alignment with district priorities and are aimed at maximizing student achievement.

REPRESENTATIVE DUTIES & RESPONSIBILITIES
  • Serves as a key member of the Superintendent's executive leadership team, acting as a strategic leader and spokesperson on behalf of the Superintendent and CCSD.
  • Communicates with the Board on behalf of, and in coordination with, the Superintendent as appropriate.
  • Positively and proactively participates in leadership meetings, representing the Superintendent and district priorities.
  • Aligns the district's annual strategic priorities and long-range strategic plan across all departments.
  • Creates collaborative and effective communication channels between the board of education, district office, schools, and families; aims to resolve conflicts.
  • Analyzes complex situations and synthesizes information carefully to develop an effective course of action.
  • Works collaboratively to build consensus while also delivering exceptional results.
  • Collaborates and builds relationships with internal and external stakeholders.
  • Be flexible, resilient and adaptable to changing priorities.
  • Prepares School Board agenda items, as well as presentations for the Superintendent/School Strategic Work-Sessions, as directed.
  • Plan, organize, and direct the school system's efforts to attract and retain qualified instructional, administrative and non-instructional personnel.
  • Keep the Superintendent advised on matters relating to key issues and concerns emanating from matters related to personnel.
  • Oversee the advertising and posting of job vacancies, candidates screening and selecting employees for vacancies, promotions and transfers.
  • Oversee the district's interests in the areas of staffing, liability, workers' compensation, certification, risk management and employee benefits.
  • Demonstrate an ability to work successfully with individuals and groups from diverse educational, social and ethnic backgrounds.
  • Possess and maintain valid and appropriate license, certificate and/or credential as may be required for this position.
  • Ensure that Security and Awareness Training, and/or training required by NCIC/GCIC specific to the handling of Criminal History Record Information (GHRI) is completed.
  • Ensure that all Criminal History Record Information (CHRI) used for background screening purposes on law enforcement officers and others within the District; is received, reviewed, stored, and destroyed pursuant to policy, rules, regulations or procedures of the Criminal Justice Information Systems (CJIS).
  • Follow work scheduling and attendance requirements in a regular, predictable and punctual manner.
  • Participate in training programs to increase skills and proficiency related to the assignment.
  • Review current developments, literature and technical source information related to job responsibilities.
  • Ensure adherence to good safety procedures.
  • Follow federal and state laws, as well as Board policies.
  • Perform other duties as assigned.
