Position Description
Global Solutions Ventures (GSV) - a joint-venture partnership between ZemiTek, LLC and Dexis- is seeking a Senior Mental Health Program Advisor to support the United States Agency for International Development (USAID), Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), Inclusive Development Hub (ID Hub) in mental health programming. The ID Hub's mandate is to promote the rights and inclusion of marginalized and underrepresented populations around the world in the development process, working across various technical areas to "combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations."
USAID's ID Hub serves as the government's leader in promoting integrated development approaches to ensure full social participation in the development process by all involved, specifically by promoting participation from the world's underrepresented, historically marginalized groups. The ID Hub's policies promote ways to engage children in adversity, youth, Indigenous Peoples, persons with disabilities, LGBTQI+ persons, and integrate mental health, rehabilitation, and assistive health technologies into project design, implementation, and evaluation so that they can contribute to and benefit from development programming. USAID's Suggested Approaches for Integrating Inclusive Development Across the Program Cycle and in Mission Operations defines inclusive development as "the concept that every person, regardless of identity, is instrumental in the transformation of their own societies and their inclusion throughout the development process leads to better outcomes."
The Agency Mental Health (MH) Team, housed in IPI/ID, works to elevate mental health across USAID's development work, with emphasis on the integration of MH activities (e.g., interventions, practices, policies) across programs. Likewise, the Agency MH Team builds the capacity of USAID staff to recognize opportunities for mental health integration across diverse sectors, and provides technical assistance for mental health activity design, implementation, monitoring and evaluation. The Agency MH Team also manages the Victims of Torture Fund (VOT) to support the treatment and healing of individuals, families, and communities who have experienced torture and trauma. As mental health has become a more prominent field globally, the rate of progress in terms of implementation and impact is also changing rapidly. The Senior MH Program Advisor position will help ensure that USAID expands the quality implementation of VOT programming across the Agency, based on the latest MH research and findings.
The Senior MH Program Advisor will be working for the ID Hub, on the VOT team, and will also serve as a member of the Agency MH Team (in IPI/ID), to support the operationalization of the recent policy document, USAID Mental Health Position Paper. The Senior MH Program Advisor must be based in Washington, DC and available to work in the office twice per week. This position may entail up to 20% travel per year. This is a long-term position with an immediate start date.
Work Schedule: Full-time/Onsight (2 days a week)
Location: Washington D.C.
Starting Salary Range: The annual salary range for this role is $122,530 - $147,000 a year with the starting salary determined based on candidate's knowledge, skills, experience, and education, in addition to budget availability.
Clearance Required: Able to obtain a secret level clearance (US citizenship required).
Responsibilities
The Senior MH Program Advisor responsibilities will include the following:
• Manage a number of VOT-funded global activities and serve as a technical advisor for mission-managed VOT-funded programs. Perform budget management and programmatic tasks for the VOT fund, including monitoring progress, providing technical input on work plans, tracking quarterly project reporting, and managing budgets.
• Support the technical aspects of inclusive design, implementation, and monitoring and evaluation of VOT activities, including the design of acquisition and assistance awards.
• Lead research, assessments, and evaluations related to VOT programming to inform activity design and implementation and ensure learning from VOT programming informs best practices across the Agency.
• Collaborate with and as part of the Agency MH Team to elevate mental health across USAID, including trainings, development of communication materials and other deliverables towards the operationalization of the USAID Mental Health Position Paper
• Support the integration of MH interventions into USAID programs and build the capacity of USAID staff to respond to MH needs through providing training and consultation, developing tools/guidance, and reviewing Agency policy documents.
• Provide technical assistance to USAID Missions and USAID/Washington Operating Units on MH needs, guided by best practices, current research and empirical evidence, and using an intersectional approach.
• Contribute to cross-cutting Inclusive Development Hub and Agency priorities, including the advancement of efforts to further inclusion and equity.
Qualifications
• Master's (MA) degree or higher in psychology, social work, counseling, sociology, health sciences, global mental health, or other relevant fields. minimum of seven (7+) years of experience working in mental health and psychosocial support or other relevant fields, including at least three (3) years supporting programs in low and middle income countries.
• Demonstrated ability to implement project management practices and processes.
• Experience working with, soliciting feedback from, and co-facilitating projects with individuals from the intended beneficiary population.
• Demonstrated communication and interpersonal skills and experience in social/behavior change communication utilizing an inclusive development lens.
• Intermediate to advanced skills in data collection and interpreting research to inform and impact decision and policy making.
• Demonstrated ability to respond quickly to ad hoc requests for information and to adhere to tight deadlines.
• Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests.
• Ability to obtain and maintain a secret clearance.
Preferred Qualifications:
• Specific training in the field of Global Mental Health either at the masters or doctorate level.
• Training or experience as a clinical mental health practitioner.
• Ability to build consensus, facilitate effective working groups, and foster collaboration among diverse stakeholders.
• Demonstrated interest in inclusive development, social justice, and engagement with historically-marginalized and underrepresented groups.
• Experience leading the development, implementation, and continuous improvement of large, complex strategic initiatives is strongly desired.
• Prior experience working with USAID or other donor-funded programs, including provision of support to field missions or offices.
• Demonstrated interest in international development and foreign assistance.
• The ability to communicate proficiently in a second language is preferred.
