2 Overview

2.1

The Florida Department of Transportation (Department/FDOT), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.

The contract term for this Staff Augmentation position is intended to be

ASAP -6/30/2025,

with possible renewal, based on excellence in work provided, need and budget availability.

NOTE: 'Term " does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term.

VENDOR BILL RATE

: It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract. Rate Increase

:Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration.

Quote Evaluation

:Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department.

Face to Face Interviews

:t the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person.

Telecommuting

:Preference will be given for candidates residing in or with the ability to relocate to Tallahassee, Florida.For resources that do not reside within the Tallahassee area, 100% remote work is authorized. Resources that reside within Tallahassee will be allowed two days remote and must work three days per week in the office.

Work HoursFlexibility to work hours between 7:00 AM & 7:00 PM Monday through Friday.

Conflict of Interest Statement

:To prevent any bias, unfair competitive advantage, conflict of interest, or the appearance of impropriety, Vendor employees must not have been directly or indirectly involved in the development of the Scope of Services or related solicitation documentation for which the Vendor is preparing a bid. If the Vendor employee worked in conjunction with the Department on the development of the solicitation document, the Vendor is disqualified from submitting a bid for this solicitation. The Vendor personnel assigned to other Department projects outside this Agreement, shall hold and maintain any confidential information that could benefit the Vendor on future solicitations in strictest confidence.

4 Scope of Services

Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:

doption of the Florida PALM Standardized Business Process ModelTransition to the Florida PALM Chart of Accounts valuesReplacement of Central, Payroll and Departmental FLAIR functionalityRedevelopment of agency incoming and outgoing interfaces to the statewide accounting systemImplementation of Information Warehouse data to support agency specific reporting requirements.The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in .NET, Angular, React, SQL Server, Oracle, for on-premises and cloud-based applications, to analyze and remediate applications in preparation for the new Statewide PALM system go-live. It is important we find a resource capable of analyzing these programs, documenting their specifications, and remediating the code and database assets.5 Education

Bachelor's Degree in a field of study related to technology or finance. Work experience can substitute on a year for year basis for the degree.

6 Experience

Candidate

MUST

have a minimum of 2 years' experience in ASP.NET, Javascript UI libraries such as Angular and React, Backend databases such as SQL Server and Oracle, and on-premises and cloud based (Azure) platforms.

7 Primary Job Duties/ Tasks

The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:

nalyze current web applications and document the specifications.Work with management to develop an overall remediation strategy for all impacted web-based applications and databases.nalyze existing web applications and work with business users to determine how these applications can be improved based on current business needs and within the constraints of remediation activities.Remediate web applications based on analysis to prepare them for FDOT use of PALM.Work with database administrators from the Office of Information Technology to create database views and stored procedures that will facilitate the remediation of application databases.Update web applications to incorporate chart of account and other changes mandated by Florida PALM.nalyze financial data and make recommendations to improve the data model of financial systems.Utilize Azure DevOps to manage work tasks, code assets, and deployments.ttend regular scrum and team meetings. Participate in collaborative activities with team members and customers.Work on maintenance activities for Application Services.Perform knowledge transfer with technical staff of the office of the Comptroller and Application Services.8 Job Specific Knowledge, Skills, and Abilities (KSAs)
