100,000 Strong in the Americas Innovation FundGeneral InformationRequesting Organization: Partners of the AmericasServices Category: Technical Advisory SupportContract Position Title: Evaluation SpecialistPeriod of Performance: Short-term for 4-6 months, with the possibility to be abridged based upon completion of Performance Evaluation.Location of Work: Washington, DC or RemotePurposeThe purpose of this consultancy is to conduct an independent evaluation of the 100,000 Strong in the Americas (100K Strong) program, which is managed by Partners of the Americas (POA). The evaluation aims to assess the program’s effectiveness in achieving its objectives, the relevance of its activities to the needs of its beneficiaries, and the extent to which it has contributed to the knowledge and skills development of participants. Additionally, the evaluation will explore the sustainability and scalability of the program’s model, the impact on participants’ career and academic progress, and the overall cost-effectiveness of the program. The evaluation will utilize a mix of quantitative and qualitative methods, including interviews, focus groups, and analysis of project documentation and secondary data, to gather insights from direct beneficiaries, stakeholders, and program records. The findings will be used to inform future programming and improvements and will be disseminated to the public and relevant stakeholders, including the Bureau of Western Hemisphere Affairs at the U.S. Department of State (WHA/DOS).DeliverablesA comprehensive evaluation report detailing findings, conclusions, and recommendations for program improvement.A set of performance indicator analyses with insights and suggestions for enhancements.Any additional reports, presentations, or materials requested by POA or WHA to communicate evaluation findings.ResponsibilitiesThe Consultant will be responsible for conducting a comprehensive assessment of the program’s performance and impact. Duties will include, but not be limited to:Reviewing program documentation and the Full Performance Monitoring Plan (PMP) to understand the program’s goals, activities, and expected outcomes.Developing and implementing a methodological framework for the evaluation, ensuring it aligns with the DOS/ECA MODE Framework and the program’s specific objectives.Designing and administering data collection tools, such as surveys, interviews, and focus groups, to gather information from program participants, stakeholders, and other relevant parties.Analyzing both quantitative and qualitative data to assess the program’s effectiveness, evaluate sustainability and scalability, and determine cost-effectiveness.Preparing an interim report to provide preliminary findings and recommendations for program improvement.Drafting a final evaluation report that synthesizes all findings, addresses feedback from POA and WHA, and provides a thorough analysis of the program’s success and areas for enhancement.Disseminating the evaluation findings through publication on the 100K Strong website and sharing with the WHA and other stakeholders, ensuring transparency and the potential for broader application of the evaluation’s insights.TimelinePOA anticipates the evaluation to be implemented during Q1-Q2 of 2025 and finalized by the time of submission of the Final Evaluation Report by June 30th, 2025.Minimum QualificationsEducation:Bachelor’s degree in Political Science, Public Policy, International Development/Relations, International Education, Data Science, or a related field, plus 5 years of research experience (preferably working in Latin America or a developing country context); or a Master’s degree in the same fields, plus 3 years of research experience.Skills:Enhanced analytical skills and the capacity to conduct thorough desk research.Experience designing, managing, and/or evaluating projects involving multi-year timeframes and multiple staff.Excellent oral and written communication skills.Ability to multitask and possess strong problem-solving, organizational, and time management skills.Proven leadership skills.English fluency and Spanish language skills are required; Portuguese/French preferred.ApplicationApplication materials should include: (1) your CV/resume, (2) cover letter, (3) an example of a project/work done that demonstrates your skills and approach, and (4) an estimated price breakdown for services.
