Green Technical Advisor Location Trenton, NJ Job Code 750 Apply Now (https://phh.tbe.taleo.net/phh03/ats/careers/v2/applyRequisition?orgNEWJERSH2&cws40&rid750) NOTICE OF VACANCY THE EXECUTIVE DIRECTOR OF THE NEW JERSEY HOUSING AND MORTGAGE FINANCE AGENCY INVITES APPLICATIONS FROM QUALIFIED CANDIDATES FOR THE FOLLOWING: Job Title: Green Technical Advisor Salary Range: 12 Division: Technical Services FL Status: Exempt Issue Date: 10/28/24 Closing Date: 12/31/24 Union Status: Professional Bargaining Unit, Exempt Employment Status: Full time JOB DESCRIPTION Under the supervision of the Director of Technical Services, work with the Technical Services staff on the development and implementation of Agency climate resiliency, green building standards, and MF financing program guidelines; conduct a technical review of the sustainability elements of Agency projects including, but not limited to, the Low-Income Housing Tax Credit Program green points criteria. Additional review of the Supportive Housing projects and the Agencys existing portfolio of properties seeking to upgrade to higher energy efficiency systems; perform related duties asassigned. Job Duties and Responsibilities Work with other Technical Services staff on projects participating in Agency green and resiliency programs including but not limited to, the Tax Credit green points, and Supportive Housing projects. Serve as a resource for questions regarding green requirements on Low Income Housing Tax Credit applications and as the lead technical reviewer of green elements of awarded applications. Provide input into green aspects of the Qualified Allocation Plan. Inform developers and Agency staff on general building standards and any technical details of green building and program requirements, including energy benchmarking, LEED, Passive House, and other national green building programs. Meet with project applicants/developers, to advise on and monitor the implementation of green building requirements in the Multifamily Underwriting Guidelines as well as other subsidy financing program guideline requirements. Assist in resolving any implementation issues. Review and advise on climate resilience policies for Agency programs as needed. Conduct site visits, in conjunction with Construction Monitoring staff, to review the installation and construction of green projects as needed. Submit reports to management with clear, concise recommendations. Meet with the Managing Architect and staff architects and engineers to discuss plans and specifications relative to green building and resiliency requirements/best practices. Generate correspondence and reports as required. Complete special projects as assigned. MINIMUM REQUIREMENTS Education / Experience: Four (4) year college degree in a related field; eight (8) years of building design experience, five (5) of which in the green building field; or an equivalent combination of education and experience that meets the required knowledge, skills, and abilities. Registered/Licensed Architect or Engineer in New Jersey a plus.LEED Certification is a plus. Skills: Extensive knowledge of green building design and construction practices. Knowledge of HMFA statutes and regulations. Knowledge of Federal and HMFA program guidelines. Knowledge of program implementation methods. Ability to effectively communicate both orally and in writing and to listen actively. Ability to effectively review, analyze, and draw accurate conclusions concerning plans and specifications. Ability to establish and maintain effective working relationships with developers, construction officials, municipal officials, professional/technical groups, property managers, HMFA staff, and the general public. Ability to plan, organize, and accomplish multiple assignments simultaneously. Ability to work independently with minimum supervision. Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers, and management. Physical Demands: Non-physical. Moderate walking may be required when visiting project sites.
