JOB DESCRIPTION

Under general supervision, organize and execute financial transactions for the Agency’s general fund, bond resolutions, and subsidiary corporations in accordance with Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) pronouncements, and NJHMFA bond resolutions.

Process daily cash receipts. Prepare manual or online scanning bank deposits, post transactions to the cash receipts system and mortgage and escrow payments to the loan servicing system, and prepare necessary transfers manually or via online banking between various depository, escrow, or Agency bank accounts.

Prove daily cash wire received from mortgage servicers to mortgage accounting remittance due report. Reconcile cash differences daily. Prepare daily cash receipts entry via the trustee wire update in the mortgage accounting system.

Reconcile month-end servicer trial balance and remittance reports to mortgage accounting trial balance and cash remittance reports, amortize loans, prepare monthly billing, record foreclosures write-offs and forbearances as received from Single Family servicing staff. Prepare monthly transaction summary reports for the Police and Firemen Pension loans for the State and prepare wires for cash transfer to the State.

Ensure required documentation and approvals are received and then process general fund, escrow, or bond fund requests for payment or requisitions through the accounts payable system. Generate checks, wires, or ACH, prepare funding requests from appropriate sources via online banking or funding letter, obtain proper signatures, copy and mail checks and file backup.

Process construction draw requests including loan closing disbursements, review contractor invoices for accuracy and monitor contractor retainage levels, post draws to the construction system, prepare wire letters and payment vouchers for disbursements, generate monthly construction interest billings, prepare payoff statements for short-term notes, and reconcile transactions for each project from construction system to loan servicing system.

Process Section 8 Housing Assistance Payments (HAP), including maintaining detailed sub-ledgers for each contract/project, preparing disbursement schedules and letters, processing HAP contract renewals and rent increases within HUD regulations, and reviewing, analyzing and reconciling the monthly bank statements for each project. Process monthly Section 236 disbursements.

Prepare monthly bank reconciliations. Ensure all trust, cash management, and checking bank accounts agree to the general ledger and the cash and investment system. Research differences and resolve timely.

Record monthly interest earned on escrows and funds held in trust accounts manually and via online download. Reconcile bank balances to the loan servicing system. Research differences monthly. Prepare and mail quarterly escrow statements to property owners or managing agents.

Prepare annual multi-family mortgage confirmations for properties’ external auditors.

Maintain Letters of Credit and Surety Bonds. Keep log and notify appropriate staff of expirations dates. Prepare LOC renewals with providing bank as needed.

Prepare monthly trial balances to ensure that transactions are posted correctly.

Interface and coordinate with external parties and Agency staff as needed.

Prepare account analysis and special projects as assigned by the established time frame.

MINIMUM REQUIREMENTS

Education / Experience:

Four (4) year college degree in Accounting or Finance, and five (5) years of relevant experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Skills:

Knowledge of accounting principles.

Knowledge of bond documents.

Ability to perform financial calculations and draw conclusions.

Ability to analyze and prepare financial/statistical information and draw appropriate conclusions.

Ability to communicate effectively orally, in writing and to listen actively.

Ability to establish and maintain effective working relationships with staff and the general public.

Ability to organize and accomplish multiple assignments simultaneously.

Ability to accurately enter and retrieve computer data.

Ability to interpret information and make appropriate recommendations.
