POSITION RESPONSIBILITIES Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. Support business stakeholders and facilitate gathering and analyzing information using standard tools and approaches to: Clarify business operations, functions, problems. Document/map the current and future state. Identify solution alternatives, evaluate the alternatives, and define procedures. Serve as the main project point-of-contact (POC) on process improvement and data analysis initiatives; provide input and recommendations for BPA manager approval. Support the approved implementation of changes to Transmission Planning processes. Facilitate requirements elicitation workshops to analyze and document current state processes, and design or re-engineer future state processes, and present findings to BPA manager. Develop influence diagrams or other conceptual models to define relationships and structure analyses/modeling. Develop visual artifacts, such as context diagrams and process flow diagrams to support process and solution analysis and definition. Evaluate and assess business process change impacts and recommend appropriate change mitigation activities, including implementation of change management plans. Produce key project deliverable documents including requirements, process diagrams, project plans, and change management plans for BPA manager review. Work with appropriate BPA manager/personnel to facilitate resolution of conflicting priorities and requirements, as well as conflicting team positions to build consensus among stakeholders and project team members. Prepare and present materials on findings related to evaluations, assessments and analyses of processes, procedures and data management. nalyze, collect, organize, and validate data and modeling results; interpret modeling results and propose alternative courses of action to BPA manager. Plan, design, and facilitate prototyping sessions and requirements gathering meetings: Perform fit gap analysis and propose implementation approaches. Develop requirement documents, configuration documents, and functional design documents as needed. Deconstruct high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts. Communicate with a wide variety of technical and business experts in both individual and group settings to facilitate requirements gathering; facilitate process adjustments or improvements; and/or, to provide analytics, analytical conclusions, and to make next step recommendations. Develop and maintain effective client and stakeholder relationships. Work with clients and stakeholders to understand and facilitate requirement changes including changes in scope Draft and recommend key project deliverable documents including requirements, process diagrams, workflow maps, project plans, and change management plans. Develop /draft approximate documentation to validate repeatability of processes, to facilitate training of new analytical tools and to support business continuity and knowledge transfer. Work with appropriate BPA manager / personnel to facilitate resolution of conflicting priorities and requirements, as well as conflicting team positions to build consensus among stakeholders and project team members. Clarify and document business and organizational strategies, plans, functions, services, and processes. Draft long-range strategies and goals for TPO in alignment with TP and BPA goals; present options and weighted recommendations to BPA manager and Transmission executives for review and further direction or approval/acceptance. Work with outside consultants, as requested, on a variety of BPA and organizational efforts such as asset management and workforce modernization. This work may include deep dive research and documentation, providing necessary information, or collaborating on recommendations for Transmission and BPA leadership. Organize and facilitate teams of co-workers on a variety of ad hoc and standing projects related to strategic efforts to provide options and recommendations. Provide budget-related support to the group's manager by performing research, gathering data, conducting analysis, and assisting with use of a budget tool. This work may also include identifying deltas and drafting justifications for budget requests for BPA manager review and finalization. ssist project managers with tracking and meeting business, schedule, and budget objectives; provide input to and recommend project plans, timelines, milestones, and objectives for related projects. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. REQUIREMENTS Education & Corresponding Experience (required on matrix) degree in business administration, accounting, business management, engineering studies (or closely related field) is preferred. o 5 years of experience is required with an applicable bachelor's degree. o 7 years of experience is required with an applicable associate degree. o 9 years of experience is required without a degree or an applicable degree. Demonstrated analytical, modeling, and process management expertise sufficient to support the improvement of BPA Transmission Planning processes. Required Technical Skills & Experience (required on matrix) Experience with large-scale organizational change efforts Experience with project management, tools and phases of the project lifecycle Understanding of how people go through a change and the change process, including familiarity with change management toolkits. Skilled in the definition and development of operational governance models to enable programmatic change. Strong analytical thinking, critical thinking and decision-making abilities. Preferred Skills & Experience (optional on matrix) Energy/utility industry experience. Experience with Microsoft Visio, and SharePoint. Proven skills in process analysis, re-engineering and optimization. bility to build credibility and trust among key project stakeholders. Proficient in communication, facilitation and negotiation with stakeholder groups. Strong technical writing skills and the ability to present information in various forms such as textual, graphical, and statistical. Skill in data analysis and developing associated reports and presentation materials. Skill in modeling business process requirements, verification of deliverables.
