Title: Business Analyst 2 Location: Vancouver, WA (hybrid) Duration: 12-month Contract (with possible extensions up to 5 years) Pay Range: $48.39 - $51.61 per hour Perform analysis of business issues, provide recommendations for possible solutions, work with stakeholders to drive decision making and define requirements for program or project development, verifying that business needs are being met. Complete documentation for business requirements which guide program/project development efforts, working closely with development team and business teams to ensure successful implementation of business requirements. Assist with the development and maintenance of the business requirements process used to define requirements for projects. Assist with the definition and negotiation of project scope and create appropriate scope documentation. Communicates project status and escalates issues as needed. Position Responsibilities: Gather and organize information on problems or procedures. nalyze data gathered and develop solutions or alternative methods of proceeding. Confer with personnel concerned to verify successful functioning of newly implemented systems or procedures. Develop and implement BPA management approved records management program for filing, protection, and retrieval of records, and assure compliance with program. Review forms and reports and confer with management and users about format, distribution, and purpose, and to identify problems and improvements. Interview personnel and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used. Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes. Design, evaluate and recommend changes of forms and reports. Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis. Develop detailed work plans to enable project success. Organize and facilitate large cross functional meetings. Promote consensus on a high level view of the project and drill down into the details to obtain the requirements. Document project issues, risks, assumptions and requirements. nalyze and develop business scenarios and use cases. Follow policies and procedures to verify audit and compliance. Deliver project status and time tracking. Create process flows and diagrams necessary for the requirements gathering process. Work with management to facilitate resolution of conflicting priorities, requirements, and/or team positions. Position Requirements: Education & Corresponding Experience degree in business administration, accounting, business management, engineering studies (or closely related field) is preferred. o 5 years of experience is required with an applicable bachelor's degree. o 7 years of experience is required with an applicable associate degree. o 9 years of experience is required without a degree or an applicable degree. Demonstrated analytical, modeling, and process management expertise sufficient to support the improvement of BPA Transmission Planning processes Required Technical Skills & Experience Experience with large-scale organizational change efforts Experience with project management, tools and phases of the project lifecycle Understanding of how people go through a change and the change process, including familiarity with change management toolkits. Skilled in the definition and development of operational governance models to enable programmatic change. Strong analytical thinking, critical thinking and decision-making abilities. Preferred Skills & Experience Energy/utility industry experience. Experience with Microsoft Visio, and SharePoint. Proven skills in process analysis, re-engineering and optimization. bility to build credibility and trust among key project stakeholders. Proficient in communication, facilitation and negotiation with stakeholder groups. Strong technical writing skills and the ability to present information in various forms such as textual, graphical, and statistical. Skill in data analysis and developing associated reports and presentation materials. Skill in modeling business process requirements, verification of deliverables. Experience influencing and integrating change in a large, diverse organization. bility to get up to speed quickly working with business subject matter experts to document business. bility to manage meetings (scope/task/time). bility to take something complex and break it down into all its parts as well as determine the interrelationships. Self-managed in terms of time and task management; can operate with little guidance. Self-starter overall.
