This position is a hybrid position located in Orlando, FL and will report to the W-TRS Associate Supply Chain Director. The position may require some minimal travel. The candidate will manage a team of subcontract administrators and responsible for the mentoring, training and performance of the team on the program.The successful candidate will lead the team in support of subcontract specifications, work statements and terms and conditions for the procurement of specialized materials, equipment and services for subcontract systems in support of development, production and global sustainment for multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Negotiate and execute Subcontract strategic agreements and purchase orders within established authority. Compliance is paramount to this role. This individual will ensure supply chain compliance with proper regulatory guidelines (FAR, DFAR and any other regulatory requirements specific to the contract) and V2X corporate procurement system policies and procedures. Complex problem-solving, exercising ethical judgement within broadly defined practices and policies, making sound Supply Chain decisions, and protecting the legal/financial interests of V2X during discussions and interactions with customer and suppliers will be expected.Duties and Responsibilities:Manage a team of subcontracts professionals, accountable for teamwork product quality and complianceForm and maintain strong business relationships with first tier subcontractorsDevelop solutions to problems of unusual complexity that require a high degree of ingenuity, creativity and innovationPerform risk analysis, identify risks, opportunities, potential impacts, and mitigation plansWorking knowledge of change management systems and techniquesFocus on program goals to ensure that solutions are consistent with organization objectivesAdministers in a paralegal manner on all interpretations of Subcontracts and Amendments, Teaming Agreements, Consultant Agreements and any other subcontract legal documents.Ensures all actions of the team, including subcontract and purchase order awards, are in full compliance with V2X Corporate Purchasing procedures and policies as well as Government Prime Contract requirements. Performs compliance reviews of teams' work.Responsible for providing input to negotiation and execution of strategic agreements with potential subcontractors.Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities.Monitors subcontracts performance to ensure that all contract terms and conditions are met. Assists in managing the Subcontractor Past Performance Evaluation Report System and support Customer reviews of Subcontract performance.Provides pre and post award administration of a variety of contracts including FP, FPAF, T&M, etc.Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.Maintains an in-depth understanding of supply levels and services for assigned subcontract agreements.Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends and maintains necessary records.Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.Maintains the highest ethical personal and professional standards.Other projects and initiatives as assigned.Required Qualifications/Skills:15+ years of related experience or equivalent working a wide variety of contracts and subcontracts with a strong background in subcontract administration and management.Must be US CitizenMust have experience with preparing RFQs/RFPs, review and negotiate terms and conditions, make best value source selection decisions to determine lowest cost consistent with quality, reliability and ability to meet schedule requirements selection decisions to determine lowest cost consistent with quality, reliability and ability to meet schedule requirements.
Working knowledge of the Federal Acquisition Regulations (FAR) and Acquisition Management System (AMS)Proficiency with Microsoft Office applications, being able to present financial information clearly and succinctly.Excellent communications skills with the ability to exchange information and interface effectively with suppliers are required.Significant purchasing and/or subcontracting experience (sustained annual purchases totaling more than $15M). Prior program management experience or equivalent education may be substituted.Experience in the use, employment and requirements of various subcontract types including but not limited to T&M, Labor Hour, FFP, FPAFStrong, problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity - Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with othersAbility to develop and negotiate teaming agreements, master subcontract agreements, and blanket purchasing agreements
Desired Qualifications/Skills:Working knowledge of V2X Supply Chain policies and procedures, or equivalentDemonstrated experience managing Supply Chain activities for large Programs.Six Sigma or equivalentSuccessful applicant will have a keen interest in business/contract law.Advanced computer skills in Microsoft Word and Excel or related software applications.Ability to work independently, manage large work-loads with quick turn-around.Ability to apply sound judgment to problem solving.Ability to develop strong business relationships with internal customers and external suppliers;Exceptional organizational skills.Builds constructive working relationships characterized by a high level of acceptance, cooperation and mutual respect.
Education Requirements:Bachelor's degree in Business, JD, Supply Chain, Engineering or related field. C.P.M or A.P.P through ISM is a plus, or Certification by National Contract Management Association (NCMA) or Association of Supply Chain Management (ASCM). Masters degree is a plus.
PHYSICAL REQUIREMENTS:Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
