About This Role
Textron Systems is looking for a Program Manager to support its growing Electronic Systems business, specifically the Ruggedized and Automated Test Equipment. This role will be responsible for the cost, schedule and technical performance of assigned programs within this business lane. This includes meeting/exceeding program and company metrics. This area of the business serves multiple external customers and requires developing and coordinating program requirements, plans and delivery methods with customers and subcontractors. This position is also responsible for assisting in developing business development strategies and capture plans, preparing and presenting briefings to potential and current customers, and preparing technical and cost proposals.
In addition, this person will also be responsible for the following:
Recommending and implementing continuous process improvements.
Coordinates proposal preparation; statements of work and specifications; estimation of product cost and the
negotiation of contract prices, financial terms and program requirements.
Leads the development program plans and objectives for areas of responsibility and programs.
Establishes cost controls and monitors adherence to contract requirements, reporting and justifying of costs through:
Review and analysis of financial metric data
Development, review and update of Cost Projection Forecasts (CPF)
Development, review and update of Program Management Status Reports (PMSR) and Cost Performance Reports (CPR).
Participation in Program Management Reviews (PMR)
Establishes and monitors adherence to program plans including schedule and risk management, resource planning,
requirements management, and cash flow management.
Develops and maintains positive relationships with external and internal customers.
Reviews and directs the performance of program functional task elements such as engineering, procurement,
manufacturing, quality control, logistics, and administrative functions.
Supervises the work of Project Managers
Monitors and ensures adherence to requirements defined by Textron Systems Program Management System procedures, work instructions and process guides.
Qualifications
Qualifications
Position requires a Bachelor’s degree in engineering or business. An advanced degree is preferred.
8 years of directly related experience in Program Management.
Project Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent desired
Excellent interpersonal, leadership, and communication skills, including the ability to supervise others and work within a team environment.
Ability to apply cost and financial management controls to projects. Understanding of applicable US Government contractual requirements such as FAR DFAR and contract types (CPFF, CPIF, FFP, T&M, etc.).
Advanced knowledge of databases (Oracle) and Microsoft Office applications including Excel, PowerPoint, Word, Microsoft Project.
Effective written and oral communication skills.
Knowledge and understanding of proposal pricing software, such as ProPricer.
Understanding of Earned Value Management Systems and governmental reporting requirements.
