About This Role
Textron Systems is looking for a Program Manager to support its growing Electronic Systems business, specifically inTraining and Simulation.Program scope includes development, delivery, and support of training systems for military aircraft or other vehicle platforms.This role will be responsible for the cost, schedule and technical performance of assigned programs within this business line. This includes meeting/exceeding program and company metrics. This area of the business serves multiple external customers and requires developing and coordinating program requirements, plans and delivery methods with customers and subcontractors. This position is also responsible for assisting in developing business development strategies and capture plans, preparing and presenting briefings to potential and current customers, and preparing technical and cost proposals. This role is for an individual contributor and has the potential to manage a Program Team.
Responsibilities
Coordinates preparation of proposals.
Manages all phases of the program, from inception to completion.
Establishes and ensures adherence to milestones, master schedules, program financial baseline.
Participates, with Electronic Systems Contract Manager, in negotiation of contract changes.
Leads all internal and external project reviews to include discussions relative to cost, schedule, risk, and/or performance.
Responsible for the team’s execution in a matrix organization.
Identifies program problems and facilitates solutions, such as allocation of resources or changing specifications/ procedures
Understand technical design concepts and development procedures and works effectively with the program engineering team.
Works with Integrated Supply Chain leaders for the facilitation of vertically integrated production and delivery of various end products.
Ensures enterprise leadership is updated on significant program issues.
Knows company direction and strategies and executes them.
Qualifications
Qualifications – External Qualifications
Position requires a Bachelor’s degree in engineering or business. An advanced degree is preferred.
At least eight years of directly related experience in Program Management.
Project Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent desired
Excellent interpersonal, leadership, and communication skills, including the ability to supervise others and work within a team environment.
Ability to apply cost and financial management controls to projects. Understanding of applicable US Government contractual requirements such as FAR DFAR and contract types (CPFF, CPIF, FFP, T&M, etc.).
Advanced knowledge of databases (Oracle) and Microsoft Office applications including Excel, PowerPoint, Word, Microsoft Project.
Effective written and oral communication skills.
Knowledge and understanding of proposal pricing software, such as ProPricer.
Understanding of Earned Value Management Systems and governmental reporting requirements.
Travel up to 20% of the time to customer sites.
