Perform professional level work developing, organizing, administering, and evaluating assigned programs and functions. Provide guidance and technical expertise to assigned program staff, other departments, the community, and program participants. Incumbent may coordinate one or more specialized programs. Responsible for the management and coordination of programs in accordance with pertinent Federal, State laws and departmental policies and procedures. Train and evaluate educational services, staff members and volunteers and monitor their performance. Ensure timely entry and updating of data by the various program owners and reporting on deficiencies for programs related to department.

DUTIES AND RESPONSIBLITIES

1. Serves as Technology Systems Administrator, providing technical assistance, and serve as departmental liaison on assigned departmental technical projects as necessary.2. Plan, monitor and evaluate a variety of complex housing subsidy programs.3. Coordinate and organize staff and operational activities related to housing programs administered by the department.4. Work with management in recommending and implementing goals, objectives, policies and procedures and ensuring implementation of such.5. Monitor program performance; recommend and implement modifications to systems and procedures; assist in the development of new program elements and program modifications as necessary.6. Assist with the coordination of internal and external housing audits.7. Manage communications through media relations, social media etc.8. Work with staff, landlords, social workers and others to address complaints and resolve problems; conduct informal hearings and participate as needed in legal proceedings.9. Maintain housing program files; obtain required documentation and review all applications for completeness.10. Oversee the maintenance and distribution of rental housing availability.11. Interact with a variety of agencies, clients and landlords to disseminate housing related information to all factions of the community.12. Work and train with subordinate personnel; provide instruction and technical assistance to department personnel.13. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information.14. Bachelor's Degree in related field and two (2) years of work experience as it pertains to the purpose of the positions. Depending on assignment, some positions in this classification may require possession of a valid New Mexico driver's license by employment date and maintain while employed in this position.WORKING CONDITIONS1. All essential duties are performed mostly indoors, with some positions performing functions in an outdoor and field setting.2. Duties are performed in a temperature controlled environment.3. Duties are performed on an even surface, which may be carpeted or tile.4. Working surface is typically dry. Worker often works alone both with or without directions from supervisor.EQUIPMENT, TOOLS AND MATERIALS1. Equipment typically used in the performance of office duties include telephone, computer keyboard, computer printer, photocopy machine, facsimile machine, and calculator.2. Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
