About the division:

Metropolitan Transportation Services (MTS), a division of the Metropolitan Council. Conducts planning for the regional transportation system that includes highways, transit, aviation, freight, and bicycle and pedestrian connections. The Metropolitan Council is the region's federally designated Metropolitan Planning Organization. MTS also provides direct transit service through direct contracts and partnerships with counties to deliver six major programs: Metro Mobility/ADA, Transit Link dial-a-ride, contracted regular-route bus, Metro Move waiver transportation, Metro micro micro-transit, and Metro Vanpool commuter vanpooling. MTS has a vacancy for aProject Administrator for Contracted Transit Services. Contracted Transit Services provides a variety of transit programs including fixed route bus; Transit Link, a general public dial-a-ride; Metro Move, transportation for people receiving human service waivers; Metro Vanpool, a commuter vanpool program; and Metro micro, our new micro transit program. All services are provided by private contractors who are responsible for all aspects of daily operations including scheduling, dispatching, maintenance, driver hiring, training, and discipline.

How your work would contribute to our organization and the Twin Cities region:

TheProject Administrator oversees contracts for service and completes other activities in support of departmental goals. This position’s focus will be to oversee the operational aspects of Metro micro service including a contract for service, a contract for software, and will collaborate with Metro Transit on program expansion efforts. This position will also support the Program Manager, Waiver Transportation, overseeing the Metro Move program and will serve in a backup capacity as necessary.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

Administer designated contracts between the Council and its service contractors and perform various activities to ensure service quality, overall compliance, and the needs of the Council are met. Serves as the primary point of contact with the Council for each contractor.

Monitor service contractor activities and performance to ensure adherence to contract requirements, applicable laws, Council policies, established service level agreements (SLAs), and key performance indicators. Work with management to address underperformance issues.

Lead and participate in regularly scheduled meetings with service contractors to review contract compliance and performance related to customer service, daily operations, and other contract issues to assure service levels as outlined in the contract are met.

Work with contractors and customers to resolve service delivery issues.

Provide technical assistance and training for contractor staff and others on technology, reporting, and policies and procedures to assist in meeting standards outlined in the contract.

Create and review reports summarizing program activities and performance in comparison to program goals and contractual requirements to help determine if Contractors are meeting requirements and goals outlined in the contract.

Administer contract between the Council and its micro transit software vendor. Monitor software and adjust software parameters when appropriate.

Work with intra and interdivisional stakeholders to review overall program delivery and modify program parameters when appropriate.

Support payment of vendor invoices.

Assist Waiver Transportation Program Manager with oversight of Metro Move program and serve as backup to the Waiver Transportation Program Manager.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of professional experience in administration, and/or contract management, project management, auditing, customer service or related experience and educational focus in Business, Public Administration, Management, Communications, or other related discipline.

Bachelor's degree AND three (3) years of experience.

Associate’s degree AND Five (5) years of experience.

H.S. diploma/GED AND seven (7) years of experience.

License Requirement:

Must have a valid driver's license and acceptable driving record.

What additional skills and experience would be helpful in this job (desired qualifications):

Experience with public transit including FTA requirements.

Experience with Waiver Transportation Services.

Experience with transit operations and administration.

Experience with Fare collection including Genfare and Cubic systems.

Experience with Spare Lab's micro transit and Trapeze demand response software.

Experience with electronic video recording systems.

Experience with Trapeze PASS software.

What knowledge, skills, and abilities you should have within the first six months on the job:

Knowledge of auditing standards and techniques and reporting requirements.

Ability to calculate figures and amounts such as discounts, interest, and percentages. Ability to apply concepts of basic algebra and geometry.
