Overview
The Manager, Cost & Pricing (MC&P) leads budget development and budget narrative creation for complex funding opportunities, e.g., between $10 million and $50 million in value or with multiple partners, complex donor requirements, and multiple technical areas. They work alongside a broader cadre of team members assigned to various tasks within the proposal development process. When not directly working on funding opportunities, they will support training on budgeting and developing job aids for budget leads, gather pricing intelligence, and contribute to pipeline reporting.
Responsibilities
Responsibility Area: Business and Work Planning
* Under the direction of the Director, Cost & Pricing, SGP, may support the development of strategic pricing plans with time bound deliverables and targets.* Analyze past financial performance and donor/competitive pricing trends, gather financial information from reports and proposals, and corresponds with key field and technical services staff to inform decision-making on setting strategic cost and pricing strategies.* Contributes to updating Global Communities' Salesforce database to ensure all proposal budget information records are up to date and accurate.
Responsibility Area: Managing Opportunity Workstreams & Opportunity Development
* Manage the cost proposal creation activities for assigned opportunities, e.g., opportunity values between $10 million and $50 million, involving multiple partners or technical teams, or complex donor requirements, beginning with positioning and capturing through cost proposal preparations and submissions. This includes supporting proposal design teams in identifying the budget implications of staffing and partnership structure, selection, and project role; supporting the proposal design teams in developing cost and pricing strategies; and supporting relevant proposal team members from the SGP Team and the organization for cost proposal creation and finalization. Participates in development of all cost and budget materials essential for successful positioning, capture, partnering, kick-off (e.g., solicitation analysis, calendar) and cost proposal submission.* Provide guidance and support to field and US teams for proactive positioning for cost proposal development success at both headquarters and field levels, including support to regional capture planning exercises focused on gathering cost information and partnership budget negotiations.* In support of the technical leads and/or country programs, facilitate the translation of program designs into winning cost proposals, including guiding competitive cost analysis and identification/development of cost proposal strengths.* In coordination with Technical Officers, Country Directors, and others, facilitate partnership cultivation in support of building a consortium focused on cost competitiveness and efficiency where Global Communities primes or where Global Communities partners as a sub.* Manage issues of document version control and sequencing of reviews of the cost proposal, ensuring quality and timely submission.* Ensure cost proposals are 100% in compliance with donor guidelines, including timely submission of electronic and hard copy versions, per requirements.* Effectively present cost and pricing information to donors in the form of letters of interest (LOIs), concept notes, capacity statements, past performance information, and other materials.* In coordination with proposal managers, request feedback on cost proposal submissions and works to apply lessons learned to continuously improve the quality of future cost proposal submissions.
Responsibility Area: Relationship Cultivation and Donor/Partner Stewardship
* Support the SGP leadership in representing Global Communities to public donors, partners, and other external audiences as required in support of resource mobilization targets and strategic cost and pricing.* Coordinate with the Senior Director, Private Engagement (PE) to support PE growth and strategy development for assigned cost proposals.* Facilitate the identification of donors' cost and pricing requirements and limitations in support of securing direct program resources for the organization.* Network with cost and pricing professionals in peer organizations to build potential partnerships and enhance organizational learning.
Responsibility Area: Knowledge Management, Information Sharing and Capacity Strengthening
* In coordination with SGP Team, support efforts to improve the quality of cost proposals, the efficiency of the cost proposal development process, and the effective transition from proposal award to field implementation through mentoring, coaching, and preparation of tools and processes, and capacity building activities for the Global Communities colleagues; may serve as a compliance reviewer for high-priority cost proposals as assigned.* Support the SGP team efforts to develop, adapt, and socialize opportunity development tools and best practices for cost and pricing to ensure efficiency throughout the opportunity development continuum.* Contribute to Global Communities' robust client management/Salesforce data base through routine inputs and capacity building of staff.* In collaboration with SGP leadership, support the roll-out of cost proposal development and strategic pricing trainings to increase cost and pricing skills and knowledge across the HQ and field teams.* Promote a culture of excellence, inclusion, learning, support, diversity, and innovation.* Coordinate with key departments and units across Global Communities, particularly Finance, to ensure accurate financial information in cost proposals and develop pricing strategies.

Qualifications
* Undergraduate degree in a related discipline and a minimum of four years of related work experience, or eight years of related work experience.* Ability to use MS Excel to produce a large number of proposal budgets accurately and on time.* Cost and Pricing leadership and management skills to organize and enable a team-based, collaborative pricing strategy and budget developments effort involving multiple HQ and field-based actors and teams.* Familiarity and experience with interpreting USAID, USDA, Department of State, or other relevant public and private sector cost and pricing rules, and regulations, approaches, and cost proposal processes (BAAs, RFPs, RFAs, IDIQs, co-creation).* Familiarity and experience with identifying cost and pricing strategies, and leading winning cost proposal efforts to compliantly respond to opportunities from bilateral, multi-lateral and private sector clients.* Strong analytical skills, including ability to gather and analyze a variety of financial information pertaining to budget development and to develop appropriate recommendations for action.* Broad understanding of principles of international development, including sub-fields such as private sector engagement, community mobilization, local governance and civil society development, local economic development, microfinance, food security, health and/or others.* Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.* Ability to communicate, negotiate, advise, persuade, or resolve complex and sensitive budget issues with internal / external stakeholders at all levels and cultural backgrounds.* Demonstrated ability to make budget development decisions that require substantial interpretation of established policies and procedures, clear objectives, and business/professional standards.* Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.* Written communication skills, including demonstrated ability to write required documents in a compliant, clear, concise, well-organized manner.* Ability and willingness to travel (up to 30%) to difficult and challenging environments for trips ranging from one to four weeks per trip.* Fluency in English, written and oral. This role is on a hybrid/telework schedule. The selected candidate is expected to work at least twice as week (Tuesday, Wednesday, or Thursday) from either our San Diego or Silver Spring office and the remainder of the week from an approved remote location.
Salary and Compensation
The estimated salary for this position is between $73,662 - $92,078. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
