The City of Portland Bureau of Environmental Services (BES) is seeking an

Engineering Supervisor

to lead the

Collections Systems Sanitary and Combined Operations and Maintenance Section .

This supervisory position is responsible for overseeing the operations and maintenance of 2,500 miles of gravity-piped sanitary and combined sewer collection systems to manage established risk, toward current levels of service, and within regulatory requirements. The current section's organizational structure and span of control is being evaluated; the current position supervises four engineers and an additional five technical staff. The work of the section is centered around effective and efficient management of the collection system to achieve three major goals: prevent and/or reduce the number and impact of combined sewer overflows (CSO's) and sanitary sewer overflows (SSO's), minimize asset life-cycle costs while providing an acceptable level of service, and sustain the public's investment in the sewer infrastructure by ensuring that service life is extended as long as economically feasible.

The Engineering Supervisor provides senior-level technical support regarding sewer collections system maintenance, improvements, and projects. This position interacts regularly with other supervisors and sections involved in the maintenance of the Bureau's underground infrastructure, such as pump stations; sewer inspection and repair; permitting and development; and compliance.

This position manages the operating budget and maintenance programs associated with the gravity sanitary and combined sewer system. Additionally, the Engineering Supervisor serves as a member of the management team that oversees the $20M interagency agreements with the Portland Bureau of Transportation- Maintenance Operations Environmental Services Division.

Additional information:The Sanitary and Combined Sewer Operations and Maintenance Section is part of the Collections System Operations and Maintenance Division, which also includes Stormwater Operations and Maintenance and Stormwater Asset Inventory and Condition Assessment. This Division is part of a new Collections Systems and Watershed O&M Group, which also includes Watershed Operations and Maintenance and Community Partnerships Divisions. This position will provide input on organizational planning and workforce support as part of the bureau's work to prioritize and effectively implement maintenance of aging infrastructure.

Thorough knowledge of engineering theory, principles, practices, costs, construction techniques, trends, regulations, standards, equipment, and materials related to the area of specialization or organizational unit.Knowledge of engineering administration, project and program planning and management, organization principles, and management fundamentals and methods, including as relates to equitable service delivery and business practices.Knowledge of principles and standards of leadership and employee supervision, including training, scheduling, and performance evaluation.Knowledge of budgeting, scheduling, cost control, safety, and administrative practices.Ability to establish and maintain effective working relationships with management, staff, and others encountered in the course of work.Ability to communicate effectively, both verbally and in writing, to management, technical, and non-technical staff.

Additional RequirementsEducation/Training: Bachelor's degree from an accredited college or university in engineering or related field; a Master's Degree in engineering or related field is also acceptable if the bachelor's degree is not in engineering or a related field.

Experience:

At least five (5) years of progressively responsible experience in professional engineering, including at least two of directing and/or leading technical staff (non-supervisory).This position includes driving City vehicles - the applicant must have a driver's license and a clean driving record.The on-call schedule and requirements for this position are currently being evaluated; past requirements have included after hours standby Monday through Thursday.This position is listed as an essential employee in the Bureau's Continuity of Operation Plan for operations, snow and ice, and full activation of the Bureau's Emergency Operations Center - applicants must be able to travel to the identified Emergency Operations Center on short notice, which could include evenings, weekends, or holidays.Professional Engineering (PE) License is required; must be able to be certified by the Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS) within 6 months of hire.Wastewater Collections Operator Level II or III is preferred; Level IV is required within one year of hire.The Recruitment Process
