The City of Portland is seeking a Capital Project Manager II for the Portland Bureau of Transportation’s Large Capital Project Delivery team. This position is in the Capital Delivery Division of PBOT.

The Capital Project Manager II position will provide direction and coordination on a variety of transportation capital projects. Responsibilities include public involvement, technical research/analysis, funding and cost analysis, project scheduling, grant reporting, and project budgeting. Capital Project Manager IIs are responsible for moderately complex design and construction projects, including some federal aid grant projects.

The Capital Project Manager II position plans and ensures progress on all aspects of assigned project design, development, and implementation. The position works under the close supervision of the Large Capital Project Delivery Team Manager.

Provide leadership, direction, and coordination on a variety of transportation capital projects.

Plan and manage all aspects of assigned project design including, funding and cost analysis, contracting, scheduling, and project budgeting.

Oversee technical analysis and design work to meet City standards.

Collaborate with engineering staff, planning staff, other City bureaus, and partner agencies.

Develop and implement public involvement strategies, plans, and communication tools that align with the City’s core values.

An ideal candidate will be a self-starter who can handle a variety of challenging projects simultaneously, keeping them on track schedule and budget-wise. They also will have a familiarity with transportation planning and engineering concepts. Although not required, a background and education in transportation planning, project management, public works, and/or engineering is desired.

The ideal candidate will be comfortable leading a diverse team of professionals in a range of disciplines. They will also be able to give public presentations and work with the public and stakeholders to define and deliver capital projects.

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

Experience with public works project management including funding, budget, risk management, and scheduling.

Experience with the principles of civil, traffic, and structural engineering related to transportation project design.

Experience communicating, logically, and persuasively, both verbally and in writing, including preparing clear, concise, and comprehensive proposals, recommendations, correspondence, and other documents.

Experience managing multiple concurrent projects while exercising sound, independent judgment, and initiative within established guidelines.

Experience establishing and maintaining effective working relationships with a diverse workforce and community.
