Job Description

HII - Mission Technologies Corp. is looking for a Senior Program Manager Execution Support – Test Specialist to support the B-21 Program Office, located at Wright-Patterson AFB, Ohio to manage a full range of acquisition program management tasks in support of AFLCMC/WB procurement, financial management and planning, systems engineering, test, production, security, contracting, and logistics for existing and future programs across the weapon system lifecycle.

Essential Job Responsibilities

Assist with the development and maintenance of all manner of program documentation

Support the review of proposals

Support a non-voting advisory role for program source selections

Support coordination of documentation between functional organizations inside and outside AFLCMC/WB.

Support program milestone planning and preparation

Support risk management and process improvement

Support meetings internal and external to AFLCMC/WB

Support evaluation and communication of program progress in writing, in briefings, and in discussions with AFLCMC/WB Program Office and higher management

Develop and coordinate responses to taskers in response to internal and external program inquiries.

Minimum Qualifications

Master’s degree and 13 years of relevant DoD acquisition experience OR a minimum of 15 years of relevant DoD acquisition experience and a Bachelor’s degree; OR High School Diploma or equivalent and a minimum of 25 years of relevant DoD acquisition experience.

Five (5) of these years must have been in an acquisition program office on an ACAT I or ACAT II DoD acquisition program as either Program/Project Manager (PM), deputy PM, or Integrated Product Team (IPT) lead and must have occurred within two (2) years of selection for employment under this contract.

Four (4) years’ experience in a SAP and/or SCI environment

DoD test acquisition experience, though less than four (4) years of SAP experience is acceptable.

Two years in a test leadership or management role in the last five (5) years

Experience developing test strategies for ACAT I, ACAT II, or equivalent development programs

Experience testing consistent with AFI 99-103 in areas such as air vehicle, mission systems, cyber, software, and logistics Test and Evaluation

Familiarization with AFMAN 63-119 and integrated Developmental Test/Operational Test

Experience managing the stand-up, planning, and execution of EMD flight test programs on an ACAT I, ACAT II, or equivalent development program

Experience developing and coordinating DoD 5000.02 acquisition milestone plans and associated reporting documentation for one or more ACAT I and/or ACAT II acquisition programs

Active TS/SCI clearance.

Preferred Requirements

Experience preparing documentation, presentation materials, and staff packages to support acquisition milestone coordination and decisions.

Experience staffing acquisition planning documentation and reports at the HQ-AF and DoD levels

Experience developing and supporting executive-level (O-7 and SES) briefings as well as scheduling and coordinating acquisition documents, reports, and briefings with senior Air Force and government stakeholders.

Experience with the Earned Value Management System on one or more ACAT I and/or ACAT II acquisition programs

Desired that the candidate be a graduate of a formal Test Pilot School
