Job Summary The Program Manager of the Office of New Americans (ONA) will support the Assistant Commissioner to ensure programs and services are closely aligned with those offered by DEED and other state agencies. The incumbent will focus on implementing specific strategies, programs, and initiatives to foster immigrant and refugee inclusion in Minnesota using the ONA statue as a guide. In addition, this position will oversee the development and implementation of a language access policy, coordinate inter-agency services and programs, conduct outreach to immigrant and refugee, and coordinate services and programs within DEED and other state agencies that impact immigrant and refugee communities. The individual will ensure community organizations and individuals get the resources they need to access state services as well as grant and economic opportunities. Key Responsibilities: Program management and strategy development Conduct outreach to address workforce shortage and entrepreneurship development on behalf of DEED and ONA Administer special projects and grants, oversee business activities for the Office of New Americans and provide guidance and leadership to other DEED programs Stakeholder coordination and overall business for the ONA This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Two (2) years of program management and strategy development AND Two (2) years of community outreach to stakeholders to administer special projects, grants, oversee business activities Applicants that meet the above minimum qualification will be further evaluated on the following: Experience planning and organizing large projects, prioritizing, and making recommendations or decisions on the direction of a project Experience effectively working in a team environment by incorporation of multidiscipline interests into decisions and actions Experience in negotiation, conflict resolution and consensus building with diverse groups to solve difficult and sensitive problems Ability to plan, organize, and direct technical and administrative activities of staff and partners Leadership skills, including the ability to manager, guide, and communicate with staff and partners at all levels Experience leading a new initiative that includes integration with numerous partners Preferred Qualifications Knowledge of immigration policies, especially around employment authorization Knowledge of state and national labor market trends, including data on immigrant and refugees, workforce, education and training infrastructure problems, portfolio management, labor force markets, local state and federal economic development structure, education and training systems (especially higher education). Business credit analysis and education financing programs.
