Husky Health Center (HHC) at the University of Washington has an outstanding job opportunity for an Associate Director (AD) for Budget and Finance. This position provides vision, leadership, and strategic planning for a critical service on the UW Seattle campus. The AD-Budget and Finance is a senior financial leader in the organization and reports directly to the Executive Director.

The AD-Budget and Finance is a financial professional with extensive experience in sophisticated business operations, and possesses the full range of accounting, budgeting and financial analysis, and the strategic and leadership skills necessary to direct the budgetary vision for HHC. The AD-Budget and Finance will work closely with the Executive Director and other leaders in HHC and Student Life, to provide recommendations for resource alignment to achieve strategic goals.

The AD-Budget and Finance oversees an annual operating budget of approximately $16M and fosters an environment of teamwork and collaboration to support the mission and vision of the Executive Director and HHC. In addition, the AD will promote flexible and effective processes and resources to identify opportunities for alternative solutions to complex financial challenges. On an ongoing basis, the AD-Budget and Finance interprets policies and regulations, develops and implements internal financial controls; utilizes various financial sources wisely; oversees the production of complex financial reports and projections, and provides advice and guidance to the Executive Director and leadership of HHC. Considerable efforts are devoted to working with financial and management staff to analyze production, review expenses, and determine shared costs.

DUTIES AND RESPONSIBILITIES PRIMARY DUTIES AND RESPONSIBILITIES – 60%

Under delegated authority from the Executive Director, the AD-Budget and Finance is responsible for:

Developing the annual, departmental and unit budgets, and all related materials, for HHC

Providing monthly, quarterly, and annual reports to the Executive Director and the Executive Team on the financial health and performance of HHC

Overseeing the financial management of self-sustaining operations, including rate development as appropriate

Direct and oversee the management and accounting function of multiple source budgets

Participates in senior-level budget discussions and decision-making on the HHC Executive Team Facilitates financial and resource allocations between HHC and the Office of Planning and Budget

Develop targeted and specific financial analyses, strategic plans and projections, and reporting for all HHC budgets

Responsible for establishing and maintaining sound financial administration practices and fiscal health for HHC

Adhere to the applicable rules, regulations, and policies related to the financial operations of a healthcare facility

Develop strong and effective relationships with various other business officers, administrators, executives and financial personnel throughout the UW.EXTERNAL COLLABORATION - 20%

Collaborate with Student Life and UW Medicine leadership

Use a consultative management approach and sound judgment to direct and advise on effective resource management

Establish approaches to allow transactions to be performed easily and efficiently, while proactively keeping people informed regarding the status of resources affecting their departments

Serve as the primary point of contact for HHC for the UW Financial Transformation Initiative

Manage and oversee the medical billing process and revenue cycle in collaboration with various components of UW Medicine

Work closely with the Executive Director to prepare and present the annual request for funding from the Services and Activities Fee Committee.HHC BUSINESS OFFICE MANAGEMENT AND SUPERVISION – 20%

Directly supervises HHC’s finance, billing, coding, and accounting personnel.

Represents the HHC business office on the Executive Team and Operations Team

Directs and advises business office staff on budgetary, personnel, and resource allocations to ensure HHC goals and objectives are achieved.

Oversees the supply chain and inventory management of HHC, working with the Director of Operations to ensure adequate par values are maintained while minimizing unnecessary overstock and waste.

Reviews and approves all discretionary spending for travel, food, clothing, and other items in collaboration with the Executive Director to ensure compliance with university and state rules and regulations and adherence to good budgeting principles.

Collaborates with the Director of Operations to develop and maintain internal and external agreements, MOUs, and contracts between HHC and other entities.

Provides leadership to business office staff that promotes flexible, transparent accounting processes and effective use of resources, and identifies opportunities for alternative solutions.

Demonstrates exceptional negotiating skills to maximize the benefit and return-investment of student funds used for procurement and outside contracting.

Facilitates financial and resource allocations within HHC, ensuring accurate records of transactions, invoices, deliveries, purchase orders, and all appropriate journal entries into Workday are completed by business office staff.

Bachelor’s degree in business administration, accounting, management, or a related field, plus 5 years of progressively responsible positions in management.(A combination of education and experience demonstrating an advanced level of competence may suffice in place of the requirements of a degree.) Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

Effective leadership and excellent communications skills

Demonstrated experience managing and supervising a diverse team

Demonstrated experience in business management, financial analysis, and long-term planning

Ability to effectively represent the Executive Director in discussions about HHC’s budget and finances

Experience working with centralized personnel and financial systems.

Demonstrated experience in analyzing and presenting financial information originating from multiple large-volume sources

Strong data management skills

Demonstrated experience using advanced spreadsheet, database, and other technology applications for financial and administrative purposes

Working knowledge of financial planning, accounting, reconciliation and monitoring of expenditure cycle times, spending patterns and forecasting DESIRED QUALIFICATIONS

Certification as a CPA or an advanced degree in business or accounting.

Experience with using Workday.

Knowledge of UW systems and policies, especially related to budgets, payroll/HR, procurement, and travel.
