Summary
The primary purpose of this position is to provide oversight and monitoring of the Housing Choice Voucher Program portability function and related activities of the agency; and to provide training to Portability Representatives, Housing Specialists, and other agency staff relating to the Housing Choice Voucher program as needed. The incumbent will be responsible for executing the HCV Department's onboarding process for all department positions, developing/reviewing/modifying any existing processes and procedures, continual HCV staff education/training on HCV program processes and procedures as necessary and as HACP policies and HUD regulations are modified. The incumbent will verify and ensure HCV client files, documentation, and processes are in compliance with HUD and HACP rules and regulations. In addition, the incumbent will be responsible for assisting in the oversight and support of all special projects/programs associated with the HCV Department (i.e., relocation, 811, Family Unification, Project Based Voucher or any other special purpose vouchers) as assigned.
All activities must support the Housing Authority of the City of Pittsburgh ("HACP" or "Authority") mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
Supervises the Portability Representatives.Executes new hire onboarding of HCV housing specialist and other HCV Department Staff.Develops and revises training and on boarding materials for the HCV DepartmentProvides compliance supportReviews HCV program files for accuracy and completion to assess the effectiveness of staff performance and identify, develop, and execute additional staff training/education programs.Reviews and Monitors PIC submissionsCreates and updates various HCV reportsResponds to property owners, managers and HCV participant's daily questions and inquiries and performs landlord outreach efforts as neededServes as lead and supervisor for Portability Representatives in maintaining and coordinating the portability process.Oversees all tasks related to the processing of Section 8 participants files exercising the port option, including, but not limited to, voucher issuance, lease-up, initial certification, annual certification, interim certification, move-in and move-outs, and end of participation.Monitors and maintains records of Housing Assistance Payments to other housing authorities.Executes or monitors all required actions for the successful submission of all port caseload household records to PIC or any other applicable HUD identified participant information.Monitors and maintains Accounts Receivable documents for Housing Assistance Payments for billable ports.Works closely with the Finance department to accurately update records regarding HAP payments for ports.Attends meetings, representing management; produces written management summaries and distributes information in accordance with department guidelines and practices.Assists with the supervision and coordination of various Authority projects for the Director of HCVP, or his or her designee.Completes and assists special projects as needed.Performs other duties as assigned.
Education and/or Experience
Bachelor's Degree in business administration or related field and a minimum of 3 years of administrative experience in public housing or real estate management. Must possess a valid Pennsylvania driver's license and be insurable under the Authority's plan.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
