SUMMARY:Responsible for determination of eligibility for subsidized housing and preparation and maintenance of HAPcontracts. Processes new applicants, determines eligibility for Housing Choice Vouchers and other programs. Issues vouchers to eligible applicants and initiates, receives and processes referrals for special programs. Investigates and verifies factors necessary to establish the eligibility of residents for continued housing subsidy. Verifies resident income. Prepares termination and reinstatement notifications and repayment agreements. Communicates with tenants and property owners, providing professional customer service. Prepares HUD reporting.
ESSENTIAL FUNCTIONS:The essential functions of the position include, but are not limited to, the following:1. Processes housing applications, determines eligibility, and issues vouchers and payments for Housing Choice Vouchers and other housing programs.2. Schedules and conducts interviews with housing applicants to determine eligibility for subsidized housing based on established guidelines.3. Issues vouchers for new and families that are moving.4. Works with third parties to verify income, citizenship, and household composition information provided byapplicants. Investigates and verifies factors that are necessary to establish the eligibility of residents forcontinued Housing Choice Voucher subsidy. Calculates rental subsidies based on income, expense factors and eligibility findings.5. Prepares leasing appointment documents for tenant and landlord.6. Processes portability documentation for family moving to or from the housing authority.7. Completes annual and interim recertification calculations in an accurate and timely manner and reviews rent calculations with residents.8. Conducts scheduled monthly recertification briefing appointments.9. Calculates required repayments where necessary.10. Processes termination and reinstatements of subsidies. Prepares and communicates timely notifications in accordance with HUD and Authority policies and procedures.11. Prepares and completes HUD forms for submission.12. Maintains complete and accurate files and records of applicant/tenant information, recalculations performed and correspondence in accordance with Authority policies and procedures.13. Meets with tenants and property owners as required to resolve issues.14. Maintains the Housing Choice Voucher waiting list by removing ineligible applicants.15. Works with social service and other housing agencies to make and receive referrals for assistance.16. Submits weekly reports and/or maintains tracking logs for Special Program.17. Completes the full process of Request for Tenancy Approval (RTA) packets.18. Assists with answering phones and covering the front desk, sorting and distributing mail and other clericaltasks.SUPERVISORY RESPONSIBILITIES:None.
WORK ENVIRONMENT:Typical office environment, with minimal exposure to excessive noise or adverse environmental issues.QUALIFICATIONS AND REQUIREMENTS:The incumbent must:1. Hold a minimum of an Associate's degree from an accredited institution or one to three years experience in a structured office environment or public or housing choice voucher housing administration.2. Hold (or obtain) and maintain knowledge of Housing Choice Voucher Administration Plan and regulations and HUD Recertification requirements and regulations.3. Hold Rent Calculation Certification within one year of employment.4. Have proficiency in Microsoft Office applications.5. Able to communicate clearly and precisely, both orally and in writing.6. Able to meet the following physical requirements with or without reasonable accommodation:a. Use hands to manipulate, handle, feel and control items or equipment;b. Reach with hands and arms;c. Talk and hear;d. See and be able to read, write, and interpret text, spreadsheet, and graphical documents;e.
