Summary:

The Human Resource Manager will lead and oversee the routine functions of the Human Resources (HR) department including recruiting, compensation, benefits and leave management, as well as enforcing company policies and practices. As an integral part of the talent recruitment team, this role will establish and implement Diversity, Equity, and Inclusion programs, KPIs, processes and sourcing strategies to support and enhance recruiting efforts across the agency to develop a pipeline of diverse talent. This role will analyze our recruitment processes and technology to ensure the ability to attract and hire qualified, diverse talent into the organization.

Essential Duties & Responsibilities:Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.Provides support and guidance to HR specialists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.Manages the talent recruiting process, collaborates with departmental managers to understand skills and competencies required for openings.Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.Partner with Executive Leadership, the REEI committee, and other Employee Resource Groups and DE&I Advocates to establish practices to promote the InterCommunity brand, enhance diversity recruitment across the organization and ultimately embed a DE&I mindset throughout the recruiting processes.Collaborate with Compliance team to lead efforts to improve adherence to Affirmative Action Plans and all associated reporting.Establish KPIs and leverage data analytics to track and measure diversity recruitment efforts and progress.Ensure that KPIs are regularly achieved.Review and analyze recruiting technologies to ensure capability of attracting diverse talent without bias.Select and develop partnerships and outreach with external associations, vendors, etc. to promote InterCommunity and attract diverse talent to build pipelines.Develop and analyze metrics at each step of the recruiting process, including interviews, to ensure any biases or barriers are identified and managed.*All agency staff are required to attend all mandatory department/agency meetings and trainings*

Requirements

Education &/Or Experience:

Bachelor's degree in Human Resources, business Administration or related field preferred; minimum of 7+ years of experience may be considered in lieu of education requirements; experience with benefit and leave administration desired.

SHRM-CP highly desired. 7-10 years related experience human resource management and recruiting experience preferred. Significant experience in developing and scaling recruitment sourcing strategies, preferably around DE&I.
