Job Summary

The current vacancy is in The Department of General Services' (DGS) Asset Management Division, Real Estate Services Section (RES). RES is responsible for the acquisition, leasing, management, valuation (appraisal), office surveying/mapping, and sale or redevelopment of County property. The Division also maintains records on County land ownership and provides mapping and deed information to a variety of County departments and agencies.

The Program Manager, General Services-Real Estate Services will be responsible for oversight, planning, and management of portfolio of leases/licenses/other space use agreements, including timely renewal, procurements, rent payment tracking, and verification of tenant compliance with terms. This is accomplished through managing a team of real estate staff. This position will also have responsibility for coordinating workflow analysis and completing continuous improvement efforts to ensure quality services delivery. This role will oversee the establishment of work-standards and operational objectives for the portfolio of legal agreements (leases, licenses, space use agreement) in the property management section. This position will be responsible for managing, directing, planning, coordinating, and reviewing administrative and operational activities in all phases of managing and maintaining the portfolio of legal agreements. Duties and responsibilities include but not limited to the following:

Oversee the establishment of work standards and operational objectives for a portfolio of leases, licenses, and space use agreements.Establish and implement organizational policies/procedures for program operations.Assist the executive team in establishing and implementing departmental goals, objectives, strategic plans, direction and initiatives.Communicate on a variety of topics with officials, customers and private sector professionals at all levels.Manage direct report real estate staff and review and coordinate workflow.For information on the Department of General Services, here.

Ideal Candidate

The ideal candidate will have a Bachelor's degree in business, public administration or related field and at least two years of program management experience. The ideal candidate will possess knowledge of advanced principles, concepts and methodology of a professional/administrative field acquired through substantial work experience or additional study at a graduate level.

Qualifications

1 . A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in business public administration , or a closely related field; AND, four (4) years of increasingly responsible experience managing a service delivery program which included budget/fiscal accounting and operational program planning/analysis;

OR2.

A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in the fields stated above; AND, five (5) years of increasingly responsible experience as described above.

Condition of Employment
