Position Description Restricted to current employees at the City of Minneapolis Human Resources Department. Provide professional human resource services, specializing in recruiting, hiring, and selection-related processes and systems. Serve as administrative support to division leadership and assist with the development and implementation of various human resource initiatives and projects. Work Location - This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities Full cycle recruitment: Develop and administer recruitment and staffing plans for assigned departments and serve as back-up hiring support for other HR Business Partner teams. Create job descriptions and posting, facilitate interview procedures and process, develop interview questions. Develop and facilitate staffing exam procedures. Screen candidates for minimum qualifications. Consult with hiring managers on staffing plans. Serve as the subject matter expert and system administrator of the applicant tracking system. Provide daily support to end users in HR and customer departments on the proper procedures and system capabilities, create training documents and provide in-person training to end users on system functionality, maintain system tables under general supervision, trouble-shoot and resolve system integration issues, and assist with HRMS system upgrades and testing as it relates to system integrations. Provide primary system administration to ancillary hiring programs (e.g. American Data Bank, Language Testing International, Lagan). Administer the pre-employment drug and alcohol testing process within established guidelines, including receiving and distributing results, ensuring proper protocols are followed and documented, compile data and generate reports, and serving as the liaison to the medical review office. Independently answer standard policy and procedural questions. Assist with the administration, coordination, and documentation of various enterprise-wide initiatives such as Job Bank, I-9 administration, maintenance of the layoff list, City-wide seniority lists and any additional as assigned. Create, update and maintain recruiting and hiring policy documents, procedures, training manuals, resources, electronic file folders, and related websites. Review hiring selection processes and systems and recommend changes to improve efficiency and service delivery. Teach, mentor, share expertise, and provide sound and constructive hiring process advice to junior staff members in order to educate others in the organization. Analyze facts and apply established professional guidelines in solving problems and making recommendations on how to proceed with specific human resource questions and issues. Take direction from, support, and assist two HR Managers and Division Director by performing duties to meet enterprise and customer needs. Assist departments with implementation of electronic files and ongoing inquiries as needed. Provide guidance on MN Government Data Practices Act to customer departments as assigned. Maintain job knowledge, including knowledge of clients' business and operation needs, by proactively seeking information, participation in educational opportunities, reading professional publications, networking, and by participation in professional organizations. Consult with legal counsel on various issues, including but not limited to: Pre-Employment Drug and Alcohol policy and procedures. Present requests in person to the Civil Service Commission regarding extensions of eligible lists. Assist with applicant inquires (phone, email, in person) in regard to their application status/hiring process. Administer all selection components for equitable hiring process to ensure defendable hiring process. Present training to employees and leaders across the City. Responsible for creating or tailoring current material to meet the business needs and/or audience. Conduct and/or participate in reoccurring meetings with respective business units. Act as the first point of contact for directors, supervisors and leaders with assigned areas on HR related topics and ensure their needs are met. Advise management and employees on the interpretations of state and federal laws, state statues, policies and procedures, Civil Service Rules and collective bargaining agreements and makes recommendations on such items to reduce and mitigate risk. Act as the first point of contact for other HR functions such as benefits, classifications, labor relations, and HRTS. Assist employees in these areas by either communicating on their behalf or directing them through the process to ensure their needs are met. Answer inquiries from various customers by providing information on hiring policies and procedures, employment status, job openings, etc. Generate standard and ad-hoc reports in relation to recruiting, selection and hiring metrics and records auditing. Assist with various statistical data and trend analysis and preparing reports. Participate in or lead special projects related to recruiting and hiring, including but not limited to: internal and external job fairs, I-9 verification, and staff orientation. Distribute Lagan tickets to prospective HRA's. Projects as assigned. Year end audits. Administer results for Hiring Satisfaction Survey. Enter Background checks and receive results. WORKING CONDITIONS Normal office environment Required Qualifications Education Associate's Degree or two years post high school education with an emphasis on Human Resources, Business Administration, or related field. Experience Two years of related work experience providing human resources support, including administrative duties and high-touch customer service. Experience facilitating selection and hiring processes and delivering training is highly desirable. Equivalency An equivalent combination of education and experience closely related to the duties of the position may be considered. Selection Process The selection process will consist of a rating of relevant education and experience (100%). Only those candidates who attain a passing score (70%) rating of education and experience will be placed on the eligible list.
