POSITION DUTIES AND QUALIFICATIONS

DUTIES AND RESPONSIBILITIES:*Position Specific Summary

The Community Development Manager position at the City of Tucson's Department of Housing and Community Development is responsible for overseeing and managing several key programs such as, the City of Tucson's Residential Rehabilitation and Public Facilities, including the HOME Investment Partnerships Program. This position will identify priorities and goals, have program oversight, ensuring compliance with regulations, managing budgets and timelines, and overall communication within the Community Development division.

Work is performed under the supervision of the Community Development Administrator. This position exercises supervision over program personnel.

Duties and Responsibilities

Identifies program priorities and goals, ensuring the successful planning and implementation of various community development initiatives. Oversees program operations, monitoring progress, and making adjustments as necessary to meet strategic objectives. Ensures programs comply with local, state, and federal regulations, particularly Housing and Urban Development (HUD) requirements. Manages documentation and reporting to maintain program integrity and legal compliance. Assists with the implementation and evaluation of policies, programs, projects, and procedures.Develops and manages program budgets, ensuring that all financial activities comply with relevant regulations and maximize funding. Collaborates with stakeholders in the budgeting process and monitors expenditures. Manages the application and award process for various funding opportunities. Maintains a thorough understanding of complex funding regulations and ensures appropriate use of program funds.Analyzes organizational and community needs, trends, and statistics to inform program decisions. Communicates findings to department leadership to support long-term planning. Serves as the main point of contact for all program stakeholders, ensuring clear communication and fostering partnerships. Coordinates efforts with HUD, community organizations, and other relevant parties.Manages supervisors to ensure they effectively oversee their teams and meet program objectives. Supervises program leads and staff, ensuring efficient operations and program success. Provides training, guidance, and support to enhance the performance of all team members. Addresses grievances, resolves staff concerns, and conducts performance evaluations. Supports recruitment and assists with department salary recommendations.Addresses public relations concerns by ensuring compliance with program requirements, responding to requests for information, and representing the department in legal matters when necessary.Ensures the division's operations align with applicable laws, governmental regulations, and organizational rules. Collaborates on compliance reports and monitors program activities.Performs all other duties and tasks as assigned.Working Conditions

MINIMUM REQUIRED QUALIFICATIONS:

Education:Bachelor's degreeWork Experience:Three (3) years of directly related experienceLicense:

Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS:Commercial and residential real estate development including new construction and/or property rehabilitation projects.

Management experience in federally funded programs related to housing, community development, and public services including HUD's Community Development Block Grant (CDBG) and HOME Investment Partnerships Program.

Secondary level manager responsible for the supervision and coordination of multiple work teams and supervisory staff.

Utilizing Microsoft products and preparing public-facing documents and communications

At least two (2) of the three (3) years experience managing complex budgets with proficiency in Microsoft Excel, accounting software, and/or other relational databases for budget management.

COMPENSATION & BENEFITS

Full Hourly Range: $32.15 - 55.46 USD

The Full Hourly Range reflects the City of Tucson's pay range at the time of posting.
