POSITION DUTIES AND QUALIFICATIONSSUMMARY OF DUTIES:

Administers and manages the activities and personnel of a division of the Department of Environmental Services. Develops and implements solid waste collection and disposal programs, including the engineering and operation of landfills.

DUTIES AND RESPONSIBILITIES:The Environmental Services Administrator on assignment as a Deputy Director of Environmental Services position at the City of Tucson’s Environmental and General Services Department (EGSD) assists the Director in the planning, implementing, and administering of functions and resources needed to achieve the strategic objectives and goals of the department. This position oversees the daily operations of the Administration, Code Enforcement, Collections, Los Reales Sustainability Campus and Environmental divisions within the department.

Work is performed under the supervision of Environmental and General Services Department Director. This position exercises supervision over Environmental and General Services personnel.

Duties and Responsibilities

Oversees leadership personnel in the Code Enforcement, Collections, Los Reales Sustainability Campus, and Environmental Management divisions in addition to department Administrators. Assists in the recruiting process, plays active role in the discipline of department staff, and investigates and resolves employee disputes and grievances. Establishes performance expectations, goals, and metrics for leadership personnel and assigned divisions. Provides performance feedback and conducts performance evaluations. Reviews and approves timecards, time off requests, and personnel actions. Creates and administers the department’s vision through division activities, ensuring maximum staff productivity and morale. Promotes a safe and healthy work environment by implementing and enforcing safety policies, ensuring prompt responses to address reported hazards or unsafe practices. Ensures division supervision complies with all applicable federal, state, and local laws and regulatory requirements including but not limited to solid waste collection and disposal, environmental management, customer billing and code enforcement.

Contributes to the development and implementation of the organization’s strategic plans. Oversees department capital and comprehensive planning that influences the department’s direction for future development, investment, and city alignment. Conducts annual assessment on the condition of division vehicles and equipment for fiscal budgeting and funding. Researches market innovations of software, equipment and vehicles for long-term improvement of department services. Analyzes organizational and Tucson community needs and trends, reviewing statistics and opportunities for improvements and efficiency in service deliverables and staff productivity. Participates in the developing and administering of the department’s operating and capital budgets to ensure department services do not negatively impact staff, customers, or the community.

Communicates with the Department Director, various department leadership personnel, City Manager’s office, Mayor & Council, union personnel, external stakeholders, and various city of Tucson community leaders, verbally and in written formats as it relates to the department's goals, plans, and activities. Prepares complex comprehensive public and administrative reports, presentations and documents used by internal and external partners. Serves as a City of Tucson representative for citizen advisory committees on environmental, community, regulatory, and sustainability matters. Participates and represents the department in Grievance committees and Civil Service hearings.

Collaborates with the Department Director, various department leadership personnel, City Manager’s office, Mayor & Council, Union personnel, external stakeholders, and various city of Tucson community leaders on the direction of the department’s operations, and short-term and long-term plans. Assists the Department Director in planning, organizing, and coordinating department programs, functions, and activities, some of which may operate on a 24/7 schedule. Collaborates with labor unions to resolve employee disputes, safety matters and to improve the department’s practices and operations.

Performs all other duties and tasks as assigned. Acts as a proxy in the absence of the Department Director by attending meetings, making informed decisions, and providing department leadership.

Working ConditionsWork schedule may include early morning, late evening, holidays, and incidental weekends. Occasionally visits outdoor worksites with light exposure to physical environmental.

MINIMUM REQUIRED QUALIFICATIONS:Education:

Bachelor's degree

Work Experience:

Five (5) years of directly related experience

License:

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Bachelor's degree: Business Administration/Management, Engineering, Environmental Science, Public Administration

Work Experience:

Public Administration, Supervision Experience

License/Certifications:

Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation - Motor Vehicle Division

Languages:PREFERRED QUALIFICATIONS:Five (5) years of experience in a supervisory role overseeing the daily operations of programs and services.

This position will be filled as an Environmental Services Administrator on assignment to Deputy Director and will be given assignment pay, no less than 10%, (this is an indefinite term assignment and salary depends on education, experience, and qualifications). This position will fall into the civil service classification of Environmental Services Administrator.
