POSITION DUTIES AND QUALIFICATIONSSUMMARY OF DUTIES:Administers the delivery of human resource management services to departments and employees. Directs human resources staff in the areas of staffing, classification, compensation, central records management, training, policy and law interpretation, and employee relations. Develops partnerships with management, departments and employees.

DUTIES AND RESPONSIBILITIES:Position Specific Summary:In partnership with the Director of Human Resources, the Deputy Director of Human Resources supports the mission, vision and values of the Human Resources Department to fulfill the operational service support, capability evolution and new solutions designed to support all rapidly transforming City operations.

This position will be filled as a Human Resources Administrator on assignment as a Deputy Director and will be given assignment pay no less than 10% (this is an indefinite term assignment and salary depends on experience and qualifications. This position is within the civil service classification of Human Resources Administrator.

This position assists the Director of Human Resources in providing innovative leadership, oversight, strategic and interest-based problem-solving and guidance for the Human Resources Department, City leadership for all Departments as well as community stakeholders. This position also provides leadership department-wide to ensure that Human Resources Services are aligned with the City’s strategic objectives in a consistent, innovative and transparent manner.

Shared Services Leadership:

Provide leadership, accountability and oversight for HR’s Shared Services divisions and functions.

Strategic Leadership:

Assist the Director of Human Resources in providing innovative leadership, strategic interest-based problem-solving and professional guidance for the Human Resources Department, City leadership leading all City Departments as well as community stakeholders.

Staff Supervision:

Provide mentorship, coaching, training and performance evaluation accountability for all members of the Human Resources Department through innovative interest-based leadership with individual staff members and internal human resources teams.

Process Improvement:

Research, design and deliver the most current adaptations for human resource services and systems for the public sector on an as-needed basis for the Human Resources Department, as well as citywide satellite human resources service centers.

Special Projects:

Lead innovation on an annual basis that will support citywide efficiencies that are possible through HRIS, payroll, recruitment and benefits systems.

Professional Development:

Design and lead the Human Resources Department in annual SHRM and PSHRA competency training session design, certification efforts and advanced skills development in the following areas: marketing, talent acquisition, learning and development programs, employee relations, benefits administration, pension plan design as well as classification and compensation.

QUALIFICATIONS:Minimum Qualifications:

Bachelor’s degree and five (5) years of directly related experience.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Position Specific Qualifications:

Bachelor’s degree in human resources, organizational development, business administration or a relevant field.

Seven (7) years of directly related experience in all functional areas of public sector human resources management.

A minimum of five (5) years in a management role with responsibility for all aspects of human resources administrative services.

Demonstrated leadership success in all of the following human resources functions: marketing, talent acquisition, classification and compensation, employee and labor relations, training and organizational development, interpretation and application of laws, rules and policies/procedures, progressive discipline, grievances and hearing, performance management, administrative directive/policy development, performance evaluation systems, career counseling and employee coaching, organizational research and analysis for system development; benefits administration, pension plans, payroll, HRIS systems, NEOGOV, Workday and/or other platforms; Civil Service Commission support.

Demonstrated ability to provide thoughtful, progressive, and strategic guidance using interest-based problem-solving.

Demonstrated advanced interpersonal, written and oral communication skills in complex business environments.

Demonstrated success in fostering internal and external community partnerships.

Demonstrated experience interpreting and applying human resources laws, rules, policies, procedures and practices.

Demonstrated proficiency in the use of computer and software applications.

Demonstrated flexibility in relationship to work schedules/travel to City of Tucson satellite Human Resources office locations as needed.

Preferred Qualifications:

Master’s Degree in human resources, organizational training and development, public administration or a related field.

Professional certification(s) through U.S. human resources professional organizations: SHRM and or PSHRA [SHRM CP, SHRM SCP, IPMA/PSHRA-CP, IPMA/PSHRA-SCP].

NPELRA Advanced Labor Relations training/certification.

Demonstrated management experience with NEOGOV and/or Workday platforms.

Licensed Administrator for validated training and organizational development assessment tools.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

COMPENSATION & BENEFITSFull Hourly Range: $42.80 - 73.83 USD

Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. Salary placement is typically between the minimum and mid-point of the salary range.
