Reporting to the Deputy City Manager for Internal Operations, the Director develops and implements policies, procedures, and programs to attract, retain, and manage a diverse workforce. The Director also manages the department budget including contracts and procurement related to HR services. This position oversees a team consisting of a Deputy Director, one HR Manager, and one HR Generalist.LEADERSHIP OPPORTUNITIES

Streamline HR Processes and Modernize Personnel ManagementThe Human Resources Director will have the opportunity to lead efforts to overhaul the City’s personnel management systems, moving away from paper-based processes toward digital solutions. This includes improving workflows in collaboration with Finance, automating personnel actions currently housed in DocuSign, and implementing an efficient, integrated HRIS system to manage employee records.Drive Strategic Workforce Planning and Succession DevelopmentThis position will spearhead initiatives related to strategic workforce planning, addressing reactive staffing issues and focusing on long-term talent development. This will involve advancing succession planning, aligning workforce development with the City's strategic priorities, and ensuring that the compensation policies remain competitive. With a focus on both the big picture and detailed execution, the Director will help the City proactively manage its workforce to meet future challenges.Foster a Fair, Consistent, and Transparent HR CultureThe Human Resources Director will ensure that the department serves as the "calm center" of the organization, consistently applying policies with fairness and empathy. They will focus on reinforcing a culture of good governance through honest and transparent communication, particularly around compensation and employee relations. In collaboration with executive leadership, the Director will define the City’s employee value proposition, helping to build a cohesive brand and a positive workplace environment.The starting salary for this position will be $170,000 - $190,000, based on the background and qualifications of the successful candidate. for additional information.This position requires a bachelor’s degree in an applicable field, master’s degree preferred, along with at least ten years of progressively responsible experience in human resources management, including recruitment, employee relations, compensation and benefits, and employee training and development. IPMA-SCP/PSHRA-SCP, SHRM-SCP, SPHR, or other related HR certifications are preferred.
